Activity:
To operate and maintain four (4) existing wastewater collections systems and four (4) existing wastewater treatment plants which are further described as follows:
Outlet No. 002 – Ski Complex and Tubing Run An existing wastewater collection system and an existing 0.01 million gallons per day extended aeration wastewater treatment plant. The facilities are currently serving the ski area and tubing recreational complex at Canaan Valley State Park and discharge the treated wastewater, via Outlet No. 002, to Mill Run, approximately 2.2 miles from its mouth, of the Blackwater River of the Black Fork of the Cheat River of the Monongahela River.
Outlet No. 201 – Maintenance Facility to Outlet No. 002.
Outlet No. 003 – Lodge – An existing wastewater collection system and an 0.1 million gallons per day extended aeration wastewater treatment plant. These facilities are currently serving the park lodge and cabin area at Canaan Valley State Park and discharge treated wastewater, by a lift station, via Outlet 003, to the Blackwater River, approximately 2.4 miles from its mouth, of the Black Fork of the Cheat River of the Monongahela River.
Outlet No. 004 – Campground – An existing wastewater collection system and an 0.006 million gallons per day extended aeration wastewater treatment plant. These facilities currently serve the campground area at Canaan Valley State Park and discharge the treated wastewater, via Outlet No. 004, to Mill Run, approximately I .8 miles from its mouth, of the Blackwater River of the Black Fork of the Cheat River of the Monongahela River.
Also, an antidegradation review has been conducted and Tier I protection is provided for the uses specified in Title 47, Series 2, Section 6. Further, the requirements for the Total Maximum Daily Load (TMDL) for the Blackwater River have been met. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plants. Sewage sludge generated and/or processed at the permitee’s facility shall be removed only by a septage hauler certified and registered under either General Permit No. WVSG1000 or General Permit No. WVSG2000.

Compliance shall be attained through Consent Order No. 8471 and 9940.
On the basis of review of the application, the “Water Pollution Control Act (Chapter 22. Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins June 02, 2021 and ends July 02, 2021.
Comments received within this period will be considered prior to acting on the permit application.

The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
