To acquire, construct, install, operate, and maintain upgrades and improvements to the existing wastewater treatment facility including replacement of existing mechanical screen, screen channel, controls, conversion of existing concrete package plant basins to batch reactor treatment technology, aerobic digester modifications, new blowers, controls, new precast concrete chlorine contact basin, modifications to existing chlorine contact tank, new chlorination/dechlorination equipment, new submersible effluent pump station, modifications to existing plant pump station, modifications to existing lab/office building, new sludge dewatering belt filter press, electrical modifications, piping modifications, new emergency generators, pumps, controls, flow meters, automatic samplers, telemetry, and all other appurtenances. Also acquire, construct, install, operate, and maintain upgrades and improvements to the existing wastewater treatment facility including modifications to Lift Stations No. 1, 2, 3, 4, and 7, 1100 LF of 10” restrained joint PVC, reconnection of 13 existing laterals to new 10” PVC gravity sewer, and replacement of 4 existing precast manholes. 3. The wastewater collection and plant upgrades and modifications shall be constructed in accordance with the “Town of Clay Wastewater System Upgrades Phase I Plans and Specifications” approved on June 3, 2022 and prepared by Dunn Engineers, Inc., 400 South Ruffner Road, Charleston, WV 25314; WVDEP SRF #C-544614.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins June 16, 2022 and ends July 16, 2022.
Comments received within this period will be considered prior to issuance of the permit. Correspondence should include the name, address, and telephone number of the writer and a concise statement of the nature of the issues raised. A public hearing may be held if the Director determines there is significant public interest in one or more issues relevant to the draft permit. Interested persons may contact the public information office to obtain further information.
The application, draft permit and any required factsheet may be inspected, by appointment, at the Division of Water and Waste Management Information Office, at 601 57th St SE, Charleston, WV, between 8:00 a.m. to 4:00 p.m. on business days.
