Sealed bids for the Swamp Run Passive Acid Mine Drainage Treatment System near Alton, Upshur County, West Virginia will be received by the Buckhannon River Watershed Association (BRWA) at the office of The Thrasher Group, Inc., at 600 White Oaks Blvd., Bridgeport, WV 26330, until 10:00 A.M., local prevailing time on Thursday, February 11, 2016.

The Bids will be publically opened and read aloud at the same location at that time.

The work will consist of the construction of a passive acid mine drainage treatment system including limestone leach beds, wetlands, and related appurtenances.

West Virginia Code 21-11-2 requires that all Bidders desiring to perform contractual work in West Virginia must be duly licensed. All prospective Bidders shall be licensed prior to submitting their bid and shall include their contractor’s license number on their bid in accordance with the requirements of West Virginia Code 21-11-11.

Each Bid shall be accompanied by security in the form of a certified check or Bid Bond furnished by a solvent surety company authorized to do business in the State of West Virginia payable to the order of the Buckhannon River Watershed Association in the amount of not less than five percent (5 {4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the total bid.

The successful Bidder will be required to furnish a satisfactory Performance Bond and Labor and Material Payment Bond, both in the amount of at least one hundred percent (100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the Contract Price.

Bidding Documents, which consist of the Drawings and the Project Manual, may be obtained at the office of The Thrasher Group, Inc. Bidders shall use complete sets of Bidding Documents in preparing Bids: neither the Owner nor Architect assumes responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents. Bidders may obtain only complete sets of the plans and specifications of the Bidding Documents at the office of The Thrasher Group, Inc. for the following fees:
¯ Bidding Documents issued as hard copy drawings and hard copy specifications are available for the sum of $60.00 per set.
¯ Bidding Documents issued as digital drawings and digital specifications are available for the sum of $25.00 on C.D. or maybe electronically transferred via email for no charge.
¯ Amounts paid are not subject to refund.

Addenda, if any, will be issued to only those whose names and addresses are on record as having obtained Bidding Documents.

A two envelope system will be used. Envelope No. 1 must have the following information presented on the front:
Name and address of Bidder
Bid on Contract: Swamp Run
Received by the Buckhannon River Watershed Association

Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.

A MANDATORY pre-bid conference will be held at 10:30 A.M. on Thursday, January 28, 2016. Bidders shall meet at the Buckhannon Sheetz and continue to the project site. Questions will be received until noon on Thursday, February 4, 2016.

Prevailing wages will not be required for this project.

The BRWA reserves the right to reject any and all bids and to waive any informality in the bidding.
