CARDINAL NATURAL GAS COMPANY NORTHERN DIVISION
Surcharge on infrastructure improvements.

NOTICE OF FILING

On April 4, 2024, Cardinal Natural Gas Company Northern Division (Cardinal) applied for approval of an Infrastructure Replacement and Expansion Program (IREP) rate adjustment under W.Va. Code §24-2-1k, which authorizes the Commission to approve cost recovery of projects to replace, upgrade and expand natural gas utility infrastructure deemed to be just and reasonable and in the public interest.

Cardinal proposed to reconcile the volumetric base rate portion of its rates approved in conjunction with its single-year infrastructure program with actual levels of investments, costs, and associated revenues for the 2023 IREP period beginning September 1, 2022 and ending August 31, 2023. Cardinal is not proposing any future investment at this time. The application is on file and available for public inspection at the Commission’s offices at 201 Brooks Street, Charleston, West Virginia, or online at the Commission website.

Cardinal proposes to adjust the volumetric base rate component of its rates, effective September 1, 2024. Cardinal projects that if its proposed adjustment is approved, the average monthly bill will be changed on September 1, 2024, as follows:

The increase shown above is compared to the rate currently in place and is based on an average of all customers. Individual customers may receive adjustments that are greater or less than stated here.

As part of its pending general base rate case, Case No. 24-0316-G-42T, Cardinal proposes to transfer all investment made under its Northern Division IREP into base rates. If the transfer is approved in Case No. 24-0316-G-42T, the IREP surcharge will end on the date the new base rates take effect which Cardinal projects to occur on January 21, 2025.

The Commission set a procedural schedule, including a hearing on the Application if necessary. The hearing is scheduled to begin at 11:00 a.m., on June 18, 2024, at the Harrison County Courthouse, County Commission Hearing Room, 3rd Floor, 301 W. Main Street, Clarksburg, West Virginia. If no opposition to the application is received by the commission within one week of the hearing date, the hearing may be waived and the Commission may issue a final order within one hundred fifty days of the Application filing date.

Anyone desiring to intervene should file a request to intervene within twenty day following the date of this publication unless otherwise modified by Commission order. All requests to intervene should briefly state the reason for the request to intervene and comply with the rules on intervention set forth in the Commission’s Rules of Practice and Procedure. The Commission will receive public comments until the beginning of the hearing.
