NOTICE OF REQUEST FOR CONSTRUCTION BIDS

Sophia Volunteer Fire Department, (hereinafter called “OWNER”0 invites qualified contractors to submit sealed bids for concrete foundation work for a new metal building to house a new fire station. Sealed bids will be received at the office of the architect, 102 North Kanawha Street, Beckley, West Virginia 25801, until 2:00 p.m. local prevailing time, on Thursday, October 10, 2024. At that time bids will be publicly opened and read.

The work of this project consists of the following Lump Sum contract.

Provide all work, including, but not limited to labor materials, equipment, supplies and transportation for concrete foundations, piers, foundation walls, reinforcing, floor slab, etc., as indicated on the foundation plan.

Contract Documents are available for inspection during regular working hours at the office of the OWNER (telephone: 304-673-6630); office of the Architect – J. Dan Snead & Associates, Inc., 101 North Kanawha Street, Suite 203, Beckley, West Virginia, 25801 (telephone: 304/252-6630);

Plans and specifications will be available in digital format.

Interested contractors are encouraged to visit the site to become familiar with existing conditions. A site visit can be arranged by contracting Chief Gary Taylor, 304-673-8864.

Bids shall be submitted on the contractor’s proposal form and shall include a number of days to complete the work. Since time is essential for this project, the contract may be awarded based on the time to complete the work.

The OWNER reserves the right to reject any and all Bids. Any Bid may be withdrawn prior to the above scheduled time for the opening of Bids or authorized postponement thereof. Any Bid received after the time and date specified will not be considered. The contractor will be required to submit an affidavit with bid, certifying that no debt is owned the State of West Virginia or any of its Political Subdivisions.

The Town of Pocahontas, Virginia, invites qualified contractors to submit sealed bids for the demolition of a building located at 111 Centre Street, Pocahontas, VA along with subsequent clean up of the site. The demolition project will include the removal of all structures, debris, and materials from the site. The successful Bidder warrants that all services provided shall conform with all applicable Federal, State and local laws and regulations. DELIVERY: Services and any required materials shall be delivered within one hundred eighty (180) days from award of contract.

SCOPE OF WORK:
Complete demolition of the building located at 111 Centre Street, Pocahontas, VA, including but not limited to:

• Removal of all above-ground and below-ground structures.
• Proper disposal of all debris and materials offsite.
• Site grading to return the lot to a safe and stable condition.
• Removal of hazardous materials, if present, in compliance with all applicable regulations.
• Contractor is responsible for obtaining all necessary permits, inspections, and utility disconnections.
• The contractor will be required to follow all safety protocols, including fencing or other protective measures to safeguard the surrounding community during the demolition.
• The site must be left in a clean and secure condition upon completion.

Bid Requirements: Bid Submission Deadline: Bids must be received by [October 25, 2024 at 12:00 Noon] at the Pocahontas Town Hall, 101 Water Street, Pocahontas, VA 24635. Late submissions will not be considered.

Bid Format: Bidders must submit the following:
• Completed bid form with the total cost of the demolition.
• Proof of licensure and insurance, including general liability and workers’ compensation coverage.
• Projected timeline for demolition from start to completion.
• References for similar demolition projects completed within the past five years.
• Site Visit: A pre-bid site visit is scheduled for October 8, 2024 at
3:30 pm. Attendance is strongly encouraged to ensure full understanding of the project scope.

Contract Award: The Town of Pocahontas reserves the right to reject any and all bids, to waive any irregularities in the bids received, and to award the contract to the bidder that best meets the needs of the Town based on cost, qualifications, and proposed timeline.

AWARD METHOD: Award shall be based on bidder responsiveness, price, and capacity. Quotes must be endorsed by person(s) having the authority to bind the individual or company.

CONTRACT DOCUMENTS: This quote document and the purchase order issued as a result of this solicitation shall serve as the Contract. The Contractor shall, within 15 days after notification of award, execute and deliver to the Town all Contract Documents and other forms such as insurance or bonds required by the Quote. Otherwise, the Town may award the Quote to the next lowest responsive and responsible Bidder and keep the Bidder’s Quote security, if any.
