AIR QUALITY PERMIT NOTICE
Notice of Application
Notice is given that Pocahontas Coal Company LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a General Permit Administrative Update to add a fourth location for a Rock Crushing/Screening Plant System. The fourth location will be on the Willibet Surface Mine near Odd, WV in Raleigh County at the following coordinates: Latitude 37.624444 and Longitude -81.181944.
The applicant estimates the emissions from the potential to discharge the following Regulated Air Pollutants from the diesel engine: criteria pollutants NOx 0.78021 tons per year, CO 6.82685 tons per year, VOC 0.3706 tons per year, SOx 2.46923 tons per year and PM10 0.03901 tons per year. The potential to emit hazardous pollutants from the combustion engines are estimated to be: Benzene 0.00794 tons per year, Toluene 0.00348 tons per year, Xylenes 0.00242 tons per year, Formaldehyde 0.01004 tons per year, Acetaldehyde 0.00653 tons per year, Acrolein 0.00079 tons per year and naphthalene 0.00072 tons per year. Total HAPs from the burning of diesel fuel is 0.00736 lbs per hour or 0.03225 tons per year.
The applicant estimates the potential to discharge the following Regulated Air Pollutants associated with the operation of the screening plant will be: facility particulate matter potential to emit baseline emissions of 9 tons per year, particulate matter less than 10 microns emissions total of 4 tons per year and particulate matter facility emissions total of 284 tons per year. The total facility controlled emissions total for particulate matter less than 10 microns is estimated to be 61 tons per year.
Startup of operation is planned to begin upon permit approval. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
