LEGAL NOTICE
REQUEST FOR BOND COUNSEL
The Center Public Service District (PSD), Pineville, West Virginia is in the process of obtaining bond counsel services necessary to complete the Center Public Service District: Phase II Sewer Extension/Replacement Project (Rock View, Route 10, and Bearhole). The selected professional will work closely with the PSD, Region I Planning & Development Council, and other team members.
Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule with a total not-to-exceed amount, and ability to complete work as needed on this project in a timely manner.
Contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project; price and other factors considered including familiarity and expertise with this type of project. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.
If interested in providing these services, please submit an original, three (3) copies, and a digital submission of all requested information to the PSD, and one (1) copy and an email submission to Region I Planning & Development Council by close of business on January 15, 2025. The respondent is responsible for ensuring receipt of the proposal by the specified date and time.

Attention is directed to the fact that the proposed project may be undertaken through funding including but not limited to an WV IJDC Grant, WV DEP CWSRF Forgivable Loan, WV DEP AML AMLER Grant, and ARC Grant.
All work will be performed in accordance with the regulations issued by the funding agencies and the State of West Virginia appertaining thereto. The selected firm(s) will be required to comply with Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement and Access of Records, Title VI and Section 109.
The PSD will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.
The PSD reserves the right to accept or reject any and/or all proposals. The PSD also reserves the right to negotiate the fee for services.
