AIR QUALITY PERMIT NOTICE
Notice of Application
Notice is given that Kingston Mining LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a General Permit for a deep mine belt system and rail loadout facility located on Route 27 Pack Branch Road, near Pax in Fayette County, West Virginia. The coordinates for the facility are: latitude 37.909444 and longitude -81.250556.
The applicant estimates the potential to discharge the following Regulated Air Pollutants will be: particulate matter baseline emissions of 4 tons per year, point source emissions particulate matter less than 10 microns total of 2 tons per year, and controlled facility emission total of 8 tons per year. The Facility Emissions Total for particulate matter less than 10 microns is 3 tons per year.
The applicant estimates the following Criteria Pollutants or emissions from the burning of diesel fuel to be: NOx 13.35031 tons per year, CO 19.22815 tons per year, SOx 2.80491 tons per year, PM/PM10 0.78428 tons per year, VOC 1.98234 tons per year. The applicant estimates the following hazardous air pollutants from the burning of diesel fuel to be: Benzene 0.00811447 tons per year, Toluene 0.0034196 tons per year, Xylenes 0.00247886 tons per year, Acetaldehyde 0.00667073 tons per year, Formaldehyde 0.01026328 tons per year, Acrolein 0.00080413 tons per year, Naphthalene 0.00073758 tons per year.
Construction and operation is planned to begin upon permit approval. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
