REQUEST FOR PROPOSALS FOR CONSULTING SERVICES

Region I Planning & Development Council (PDC) is in the process of selecting a professional consultant for the identification and compilation of pertinent information relevant to sites, building, etc. that are or may be considered potential Brownfields within the counties of McDowell, Mercer, Monroe, Raleigh, Summers, Wyoming, Greenbrier, Fayette, Nicholas, Pocahontas, and Webster. The selected consultant will conduct community-based research, conduct site visits, perform historical analysis, gather field data/GIS data, and complete and/or enter identified sites into an inventory tool/portal approved by PDC. The consultant will also work with partner development agencies for expanded analysis of potential redevelopment sites.

Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). Contracts are to be awarded to the firm whose proposal is most advantageous to the project, with price and other factors considered including familiarity and expertise with this type of project. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule and ability to complete work as needed on this project in a timely manner.

Proposals must be received by 4:00 p.m. on February 21, 2025. It is the responsibility of the respondent to ensure receipt of the proposal by the date and time specified.

Attention is directed to the fact that the proposed project may be undertaken with state and federal funding, and that all work will be performed in accordance with the regulations of the funding agency.

The selected firm will be required to comply with Title VI of the Civil Rights Acts of 1964, President’s Executive Order No. 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the House and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions, Minority/Women-Owned Business Enterprise and Affirmative Action requirements.

The PDC will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.

The PDC reserves the right to accept or reject any and/or all proposals. The PDC also reserves the right to negotiate the fee for services.
