REQUEST FOR PROPOSALS – CONSULTANT

The Town of Pineville is in the process of obtaining proposals from consulting firms interested in performing/updating a Source Water Protection Plan for the Town of Pineville. The goal of the Plan is to ensure the safe and continuous water service offered by the Town of Pineville.

The consultant will work with the Town of Pineville, the WV Bureau for Public Health (BPH), and Region I Planning and Development Council to update the town’s existing plan to meet or exceed all current legislative and BPH mandates.

Additionally, all potential contaminant sources must be prioritized by level of threat and the consultant must draft viable protective strategies and establish a communications plan that meets or exceeds all current legislative and regulatory mandates. Additional services include but are not limited to assisting with public meetings and notices and satisfactorily complete all tasks and provide all deliverables necessary for compliance with any and all local, state, and federal regulations. The contractor shall provide all deliverables in digital and hardcopy format and shall provide all assistance necessary for successful submission of the plan update. All spatial datasets shall be provided in GIS-compatible format with acceptable geospatial projection clearly assigned and identified. The draft plan is due April 16, 2025, and the final plan is due May 14, 2025.

Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed fee basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, technical expertise, management, and staffing capabilities, related prior work experience, fee schedule, and ability to complete work as needed on this project in a timely manner. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to the contract award.

The object of the competitive process is to objectively select the firm that will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. Please submit an original and three (3) copies of all requested information to the Town of Pineville, and one (1) copy and email submission to Region I Planning & Development Council at the addresses below:

Proposals will be accepted until the close of business on February 21, 2025.The respondent is responsible for ensuring receipt of the proposal by the specified date and time.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the WV Bureau for Public Health-Department of Health & Human Resources.
