Receiving Stream: Guyandotte River, a tributary of the Ohio River
Activity:
To operate and maintain a solid waste transfer station, incorporating best management practices and the activities of vermin/pest control, drainage and sediment control, access control, leachate management, surface water control, recycling activities, closure, and post-closure site monitoring (as necessary), as indicated in the permit application documents.
To operate, and maintain a leachate collection, storage system and pretreatment system comprising a 1,000 gallon leachate tank with secondary containment.
To operate and maintain a disposal system and best management practices for the direct discharge of untreated stormwater directly into the Guyandotte River, a tributary of the Ohio River approximately 123.8 miles from its mouth.

On the basis of review of the application, the “Solid Waste Management Act (Chapter 22, Article 15, Section 5(b) and 5(c)), the “Water Pollution Control Act” (Chapter 22, Article 11-8(a)), and the “West Virginia Legislative Rules”, the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within thirty (30) days of the first date of the public notice. Such comments or requests should be addressed to:

The public comment period begins 02/04/2025 and ends 03/05/2025.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
The application, draft permit and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days.
