Physical Location: Along Route 9/6, approximately four miles from Pineville, WV

Receiving Stream: Righthand Fork of Skin Fork, a tributary of Skin Fork , a tributary of the Guyandotte River

Activity:
To operate, monitor, and maintain a closed solid waste landfill and an operating solid waste transfer station, incorporating best management practices and the activities of disposal, compaction, construction, revegetation, vermin/pest control, drainage and sediment control, access control, leachate management, surface water control, gas management, recycling activities, and post-closure site monitoring, as indicated in the attached permit documents.

To operate, and maintain a leachate collection, storage system and pretreatment system to be comprised of a leachate collection system under the fill, french drain collection system, a 213,000 gallon steel tank with secondary containment, and 3,640 feet of 3-inch HDPE leachate sewer on the closed municipal solid waste landfill.

To operate, and maintain a leachate collection, storage system and pretreatment system comprised of a 750 gallon leachate tank with secondary containment on the active transfer station.

To operate and maintain a sediment control structure, Sediment Basin No. 1 (4.27 ac-ft). The sedimentation Basin will discharge untreated storm water into the Righthand Fork of Skin Fork, tributary of Skin Fork, a tributary of the Guyandotte River approximately 0.79 miles from the mouth. This discharge point will be designated Outlet 001..

On the basis of review of the application, the “Solid Waste Management Act (Chapter 22, Article 15, Section 5(b) and 5(c)), the “Water Pollution Control Act” (Chapter 22, Article 11-8(a)), and the “West Virginia Legislative Rules”, the State of West Virginia will act on the above application.

Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within thirty (30) days of the first date of the public notice. Such comments or requests should be addressed to:

The public comment period begins February 11, 2025 and ends March 12, 2025.

Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
