Activity:
Monitor and maintain a non-commercial industrial captive landfill, incorporating the activities of covering, revegetation, vermin/pest control, drainage and sediment control, access control, leachate management, surface water control, groundwater monitoring, surface water monitoring, post-closure site monitoring as indicated in the application and attached permit documents.
To maintain and monitor a closed landfill disposal system located near Hanover, WV, that was used for the disposal of wood waste in the drainage basin of North Spring Branch, a tributary of Huff Creek, a tributary of the Guyandotte River.
To operate and maintain a leachate collection, storage, and treatment system, and Best Management Practices (BMPs) at the North Spring Branch Landfill consisting of a wetlands treatment system for the direct discharge of treated leachate and storm water runoff via outlet 001 into the waters of North Spring Branch, a tributary of Huff Creek, a tributary of the Guyandotte River approximately 1.1 miles from its mouth. This discharge point is designated Outlet 001 – Latitude 37° 34’ 47” N and Longitude 81° 47’ 01” W.

On the basis of review of the application, the “Solid Waste Management Act (Chapter 22, Article 15, Section 5(b) and 5(c)),” the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the first date of the public notice. Such comments or requests should be addressed to:

The public comment period begins February 18, 2025 and ends March 21, 2025.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
