LEGAL NOTICE
REQUEST FOR PROPOSALS FOR ACCOUNTANT
The Cool Ridge Flat Top Public Service District (PSD), located in Raleigh County, West Virginia, is in the process of obtaining proposals from accounting firms to provide the necessary services for a buildout of the Water Loss Analysis and System Improvements Project. The accountant will work closely with the project’s engineer/architect, administrator, and legal counsel.
Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). These contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the PSD, price, and other factors considered including familiarity and expertise with this type of project.
All those interested in being considered must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule, and ability to complete the work as needed on this project in a timely manner.

Attention is directed to the fact that the proposed project may be undertaken through sources including but not limited to US EPA DWTRF Congressionally Directed Spending and local funding. All work will be performed in accordance with the regulations issued by the funding agencies and the State of West Virginia appertaining thereto.
The PSD will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap, or national origin in the contract award.
The PSD reserves the right to accept or reject any and/or all proposals. The PSD also reserves the right to negotiate the fee for services.
