REQUEST FOR PROPOSALS
FOR PROPERTY/EASEMENT APPRAISER
The Crab Orchard-MacArthur Public Service District (COMA PSD), Raleigh County, West Virginia is in the process of obtaining proposals from qualified property/easement appraisers to support the completion of the Harper Eccles Sewer Project. The selected appraiser will work closely with the COMA PSD, the Raleigh County Commission, the Region I Planning & Development Council, the project attorney, and the project engineer to perform all appraisals necessary for the acquisition of rights-of-way and parcels required for project implementation.
Procurement of the said services shall be in accordance with 2 CFR 200.320(b)(2). Contracts are to be awarded based on familiarity with and expertise in this type of project, as well as on a fixed-fee basis for services. All those interested in being considered must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule, and the ability to complete work as needed on this project in a timely manner.
Contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project; price and other factors considered, including familiarity and expertise with this type of project. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to the contract award.
If interested in providing this service, please submit an original, three (3) copies, and a digital submission of all requested information to the PSD, and one (1) email submission to Region I Planning & Development Council, no later than 4:00 p.m. on May 5, 2025.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the AML Economic and Community Development Pilot Program, the U.S. EPA Clean Water State Revolving Fund, and the WV Infrastructure and Jobs Development Council.
All work will be performed in accordance with the regulations issued by the funding agencies and the State of West Virginia appertaining thereto. The selected firm(s) will be required to comply with Executive Order 11246, Conflict of Interest Statement and Access to Records, Title VI, and Section 109.
The PSD will afford full opportunity for minority and women-owned business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap, or national origin in the contract award.
The PSD reserves the right to accept or reject any and/or all proposals. The PSD also reserves the right to negotiate the fee for services.
