REQUEST FOR
ENGINEERING/ARCHITECTURAL QUALIFICATIONS

The New River Gateway Convention & Visitors Bureau (New River Gateway CVB) is in the process of obtaining qualifications from consulting engineering/architectural firms interested in providing professional services for the renovation of existing buildings and related site development at Camp Summers, Summers County, WV. The renovated facilities will be designed for year-round functionality, emphasizing the installation of heating and cooling systems, energy efficiency upgrades, integration of modern technology as needed, and comprehensive upgrades to the kitchen and dining hall areas to ensure compliance with current health, safety, and accessibility standards.

Professional services will include, but are not limited to: (1) preparation of preliminary design and renovation plans; (2) evaluation of the existing structure and systems to inform design decisions; (3) design services in compliance with all applicable state, federal, and local regulations; (4) preparation of bidding and contracting documents ; (5) assistance with bid evaluation and contractor selection; (6) periodic monitoring and inspection of renovation activities to ensure compliance with plans and specifications; (7) review and approval of contractor pay estimates; (8) preparation and delivery of final “As Built” drawings in GIS format, georeferenced with appropriate real-world coordinates and accompanied by comprehensive descriptive metadate; and (9) any additional services required by the New River Gateway CVB for the successful implementation of the project.

Procurement of these services shall be in accordance with West Virginia Code Chapter 5G and Federal Register 2 CFR 200.320. Consultants interested in being considered for this project must submit detailed qualifications, including technical expertise, management and staffing capabilities, and related prior experience.

Submission Requirements:
Please submit one (1) original, three (3) copies, and one (1) digital format submission of all requested information to the New River Gateway CVB and one (1) copy and (1) digital email submission to Region I PDC.

Project Funding:
Attention is directed to the fact that this project may be funded through multiple sources, including but not limited to the West Virginia Infrastructure and Jobs Development Council (WVIJDC), the USDA Rural Development, the Appalachian Regional Commission (ARC), and other federal, state, or local sources.

The New River Gateway CVB will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award.
