NOTICE OF SUBSTANTIAL AMENDMENT #7 TO THE FY2019 ANNUAL ACTION PLAN

The West Virginia Department of Economic Development (WVDED) and the West Virginia Housing Development Fund (WVHDF) are providing a public comment period concerning a proposed substantial amendment #6 to the FY2019 Annual Action Plan (AAP) for funding provided to the State by the U.S. Department of Housing and Urban Development (HUD). The APP summarizes the actions, activities, and the resources that will be used each year for the following housing and community development programs: Community Development Block Grant (CDBG), CDBG CARES Act (CDBG-CV), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), Emergency Solutions Grants – CARES Act (ESG-CV), Housing Opportunities for Persons with AIDS (HOPWA), and Housing Opportunities for Persons with AIDS Cares Act (HOPWA-CV).

DESCRIPTION OF THE SUBSTANTIAL AMENDMENT #7: This amendment will increase the CDBG-CV funding cap for Public Facilities projects to 4,500,000. This modification is being made due to the elevated cost of construction materials and supplies. As this is a change in the CDBG-CV Method of Distribution (AP-30), it is considered a substantial amendment and requires a 7-day public comment period.

PUBLIC REVIEW: A comment period will begin on Thursday May 8, 2025 and will continue until the business close on Wednesday May 14, 2024. The proposed amendment #7 of the FY2019 Annual Action Plan (AAP) will be available on the West Virginia Community Advancement and Development (WVCAD) website at https://wvcad.org/resources or by calling WVCAD at 304-558-2234.
