REQUEST FOR PROPOSALS
APPRAISER, REVIEW APPRAISER, RIGHT-OF-WAY NEGOTIATOR
The Center Public Service District (PSD), Wyoming County, West Virginia, is in the process of obtaining professional services necessary to complete work on the Center PSD Phase II Sewer Extension/Replacement Project. These services include an appraiser, review appraiser, and right-of-way negotiator. The consultants will work closely with all team members, including the PSD, Thompson & Litton Engineering, and Region I Planning & Development Council.
In order to be competitive, the planning and development of the project will be in accordance with the requirements of the West Virginia Infrastructure and Jobs Development Council pertaining to such projects.
The appraiser, review appraiser, and right-of-way negotiator will collaborate with the project attorney and engineer to secure all necessary rights-of-way and land parcels required for project completion.
Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). These contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the PSD, price, and other factors considered, including familiarity and expertise with this type of project. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.
All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule, and ability to complete work as needed on this project in a timely manner.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the ARPA Grant, WV IJDC Grant, WV DEP CWSRF Forgivable Loan, ARC Grant, and local funds.
All work will be performed in accordance with the regulations issued by the funding agencies and the State of West Virginia appertaining thereto.
The selected firm(s) will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions and all other requirements as they relate to the funding agencies.
The PSD will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap, or national origin in the contract award.
The PSD reserves the right to accept or reject any and/or all proposals. The PSD also reserves the right to negotiate the fee for services.
