NOTIFICATION OF INTENT TO PURSUE A WATERWORKS SYSTEM
IMPROVEMENT PROJECT AND TO INCREASE WATER RATES AND CHARGES

In accordance with the requirements of W. VA. CODE §§ 16-13A-9 and 24-2-11, please be advised that Raliegh County Public Service District (the “District”) intends to pursue a waterworks system improvement project that is not in the ordinary course of business. The project consists of the following (collectively, the “Project”):

Route 3 Waterline – The installation of approximately 45,000 LF of water distribution line of eight (8) inch and smaller diameter, one (1) master meter and vault, reconnections to existing customers, fire hydrants, blow off hydrants, valves, meters and all other related appurtenances. The project also proposes the performance of structural repairs, sand blasting, repainting, and other refurbishment work for two (2) existing water storage tanks.

Airport Water Tank Replacement – The construction of a new approximately one million water storage tank(s) and all necessary appurtenances doubling the storage capacity of the existing tank. Project also includes the demolition of the existing storage tank.

To pay the costs associated with the Project, the District intends to pursue an increase in its current rates and charges for water service. The average monthly bill for the various classes of customers is proposed to change as follows:

The Public Service Board of the District will conduct a public hearing and second reading of the resolutions authorizing the Project and increased water rates and charges on June 16, 2025 at 11:00 a.m. Any person interested may appear before the District’s Public Service Board at the District office, 224 East Main Street, Sophia, West Virginia, and present comment.

Details regarding the proposed Project and water rate increase are on file with and available for public inspection during normal business hours at the District’s office, Sophia, West Virginia.
