NOTICE OF RALEIGH COUNTY PUBLIC SERVICE DISTRICT
PROPOSED REVISED WATER RATES, FEES AND CHARGES
NOTICE is hereby given under the requirements of W. Va. Code § 16-13A-9 that The County Commission of Raleigh County (the “Commission”) will conduct a public hearing regarding the proposed revised water rates, fees and charges of Raleigh County Public Service District (the “District”) for service to customers of the existing public waterworks system of the District.
The Commission will conduct a public hearing regarding the proposed water rate increase Tuesday, July 1, 2025 at 10:00 a.m., in the Commission Meeting Chambers 116 North Heber Street, Beckley, West Virginia. The public hearing is open to the public and all interested parties may appear at the public hearing and present comment with respect to the proposed water rate increase. After the public hearing, the Commission will take whatever action it deems appropriate related to the proposed revised water rates, fees and charges of the District.

The District’s proposed rates, fees and charges for service to customers of the existing waterworks system of the District are as follows:
APPLICABILITY
Applicable within the entire territory served.
AVAILABILITY OF SERVICE
Available for general domestic, commercial and industrial customers.
METERED RATES
First 2,000 gallons used per month $ 15.10 per 1,000 gallons
All Over 2,000 gallons used per month $ 18.12 per 1,000 gallons
FLAT RATE CHARGE (Customers with non-metered water supply)
Equivalent to 4,000 gallons of water usage – $ 66.44
MINIMUM CHARGE
No bill will be rendered for less than the following amounts according to the
size of the meter installed, to-wit:
5/8 inch meter $ 30.20 per month
3/4 inch meter $ 45.30 per month
1 inch meter $ 75.50 per month
1 1/2 inch meter $ 151.00 per month
2 inch meter $ 241.60 per month
3 inch meter $ 483.20 per month
4 inch meter $ 755.00 per month
6 inch meter $ 1,510.00 per month
8 inch meter $ 2,416.00 per month
RETURNED CHECK CHARGE
A service charge equal to the bank fee assessed to the District, not to exceed $25.00, will be imposed upon any customer whose check for payment of charges is returned by the bank due to insufficient funds.
DELAYED PAYMENT PENALTY
The above schedule is net. On all accounts not paid in full when due, ten percent (10%) will be added to the net current amount unpaid. This delayed payment penalty is not interest and is to be collected only once for each bill where it is appropriate.
RECONNECTION FEE
$ 25.00
To be charged when the supply of water is turned off for violations of rules,
non-payment of bills, or fraudulent use of water.
TAP FEE
The following charges are to be made whenever the utility installs a new tap to serve an applicant.
A tap fee of $600.00 will be charged to all customers who apply for service outside a certificate proceeding up to and including a 1” meter.
Customer connections larger than a 1” meter will be the responsibility of the customer and billed at cost.
LEAK ADJUSTMENT INCREMENT
$ 5.75 per M. gallons. To be used when a bill reflects unusual consumption which can be attributed to eligible leakage on the customer’s side of the meter. This rate shall be applied to all such unusual consumption above 200% of the customer’s historical average usage.
SECURITY DEPOSIT
Not to exceed two-twelfths (2/12) of the average annual usage of the applicant’s specific customer class, or fifty dollars, whichever is greater. This fee may be changed by applicable statutory provisions.
RESALE RATE
All water for resale to City of Lester will be billed in accordance with the
approved rate of $7.65 per 1,0000 gallons used per month.
