Cool Ridge-Flat Top Public Service District
Notice of Public Meeting
A public meeting will be held on Wednesday August 27, 2025, at 5:00 PM at the Cool Ridge-Flat Top Public Service District (CRFT PSD) Office located at 597 Cherry Creek Circle, Shady Spring, WV 25918 to discuss the CRFT PSD: Ellison Ridge Waterline Extension Project. The purpose of the meeting is to provide an opportunity for the public to become acquainted with the proposed project and to comment on economic and environmental impacts, service area, or alternatives to the project.
Improvements consist of construction of approximately 35,630 linear feet of eight inch and smaller diameter waterlines, gate valves, a leak detection meter, booster station, water storage tank, tie into Beckley Water Company, and related appurtenances. The project is proposed to serve approximately twenty-eight new customers on Ellison Ridge Road, six new customers on Joe Cooper Farm Road, and a connection point resale customer Mercer County PSD for their multipart Route 19 Waterline Extension Project. Mercer County PSD Route 19 Waterline Extension Part I Project is to serve approximately 165 new customers.
Proposed project funding includes but is not limited to: WV Department of Environmental Protection Drinking Water State Revolving (DEP DWSRF) Fund Principal Forgiveness Loan, a WV DEP DWSRF Loan, Appalachian Regional Commission Grant, U.S. Congressionally Directed Spending Grant, Summers County Commission American Rescue Plan Act Grant (ARPA), Mercer County Commission ARPA Grant, and a Raleigh County Commission ARPA Grant.
