ACQUISITION OF SNOW REMOVAL EQUIPMENT – BROOM WITH AIRBLAST
THRASHER PROJECT #080-10059
Sealed Bids for Acquisition of Acquisition of Snow Removal Equipment – Broom with Airblast will be received by the Raleigh County Airport, Beaver, Raleigh County, West Virginia, until 2:00 p.m., L.P.T., on Tuesday, April 27, 2021, for furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by The Thrasher Group, Inc. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud.
The approximate quantities of Work to be Bid upon is as described as follows:
Acquisition of Snow Removal Equipment – Broom with Airblast per the specifications.
The Work will be substantially completed within 270 days after the date when the Contract Times commence to run and completed and ready for final payment within 300 days after the date when the Contract Times commence to run. Liquidated damages shall be $500.00 per day.

Complete sets of Bidding Documents may be obtained from the office of Thrasher, 600 White Oaks Boulevard, P. O. Box 940, Bridgeport, WV 26330, for the following costs:
— Bidding Documents issued as hard copy drawings and hard copy specifications are available for $30.00 per set.

Amounts paid are not subject to refund.
Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A two envelope system will be used.
Envelope No. 1 must have the following information presented on the front:
Name and address of Bidder
Bid on Acquisition of Snow Equipment – Broom
Received by the Raleigh County Airport Authority
Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1.
Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.
A Bidder may not withdraw his Bid for a period of ninety (90)¬ days after the date set for the opening of Bids.
Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders.
The Raleigh County Airport Authority, reserves the right to reject any and all Bids.
A pre-bid conference will be held at the Raleigh County Airport, located at 176 Airport Road, Beaver, Raleigh County, West Virginia, on Thursday, April 8, 2021, at 10:30 a.m., L.P.T.
The Raleigh County Airport Authority in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, [select disadvantaged business enterprises or airport concession disadvantaged business enterprises] will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
CERTIFICATION OF OFFERER/BIDDER
REGARDING DEBARMENT
By submitting a bid/proposal under this solicitation, the bidder or offeror certifies that neither it nor its principals are presently debarred or suspended by any Federal department or agency from participation in this transaction.
CERTIFICATION OF LOWER TIER CONTRACTORS
REGARDING DEBARMENT
The successful bidder, by administering each lower tier subcontract that exceeds $25,000 as a “covered transaction”, must verify each lower tier participant of a “covered transaction” under the project is not presently debarred or otherwise disqualified from participation in this federally assisted project. The successful bidder will accomplish this by:
1. Checking the System for Award Management at website: http://www.sam.gov.
2. Collecting a certification statement similar to the Certification of Offerer /Bidder Regarding Debarment, above.
3. Inserting a clause or condition in the covered transaction with the lower tier contract.
If the Federal Aviation Administration later determines that a lower tier participant failed to disclose to a higher tier participant that it was excluded or disqualified at the time it entered the covered transaction, the FAA may pursue any available remedies, including suspension and debarment of the non-compliant participant.
