Petition to initiate the annual re view and update to the ENEC rates currently in effect.

NOTICE OF EVIDENTIARY HEARING

On April 16, 2021, Appalachian Power Company (APCo) and Wheeling Power Company (WPCo), Jointly the Companies) filed their 2021 petition to initiate the annual review and update of Expanded Net Energy Cost (ENEC) rates. ENEC costs include the cost of generating plant fuel, purchased power, net wholesale transmission transactions and net wholesale power supply transactions. The Commission entered a Final Order in this case on September 2, 2021. Since that time, the Companies under-recovery balance for fuel costs has grown to $174 million as of December 31, 2021. The large under recovery balance must be addressed. Customer rates may increase.

The Commission set a procedural schedule, including an evidentiary hearing to be held on March 23, 2022. The hearing will begin at 9:30 a.m. in the Howard M. Cunningham Hearing Room at the Commission’s offices at 201 Brooks Street, Charleston, West Virginia. The Commission will require the Companies to update their projections of Purchased Power Costs and Fuel Costs. The Commission will also require an update on the status of the Commission expectations that the Companies maximize generation at their power plants in order to minimize more-expensive purchased power quantities and costs. The Commission may increase the adjustable ENEC surcharge as a result of this hearing in order to avoid a larger increase in September 2022 when the rate would normally be adjusted. Changes in ENEC rates, if any, will be interim changes subject to future true-up if the Commission determines that a true-up is warranted.

Anyone desiring to protest should file a written protest as soon as possible although protests will be accepted throughout the pendency of this proceeding.
