Notice of Community Development Block Grant Mitigation Application

The City of Hinton Sanitary Board is obtaining citizen input, public comments, and opinions on the Hinton Wastewater Treatment Plant Bridge Replacement Project. The project consists of installation of a seventy (70) feet long single span concrete bridge and appurtenances that provides access to the City of Hinton Wastewater Treatment Plant to provide for flood mitigation and continued access. Presently, the wastewater treatment plant wood bridge built over old large diameter storm drain culverts is in poor condition. By replacing the bridge, the $660,000 project will provide a much larger unobstructed waterway opening for stormwater flood flows when the New River is at high water levels, provide safe access to the existing 625,000 gallons-per-day wastewater treatment plant by personnel, commercial trucks delivering equipment for operation and maintenance, and commercial haulers trucking wastewater treatment plant sludge to a landfill for disposal. The four existing large diameter corrugated storm drain culverts have deteriorated along with the makeshift wood bridge built on top of the culverts. The combination of the existing storm drain culverts and the wood block supports, and decking restricts the waterway opening. As a result, tree limbs and other debris flows down this bypass waterway and blocks much of the upstream water way openings which causes water to overflow the culverts and bridge during major storms with the potential of washing away the bridge and access to the wastewater treatment plant.

In total the project will benefit approximately 1,253 existing customers, by providing continued access for the operation and maintenance of the wastewater treatment plant and make approximately twelve acres resilient to flooding. The City of Hinton Sanitary Board intends to apply for funding from the HUD Community Development Block Grant Mitigation Program which has $26,000,000 available for selected eligible applicants in eight distressed and impacted West Virginia counties.
