Application for a certificate of convenience and necessity to operate as a common carrier by motor vehicle in the transportation of passengers by non-emergency medical transport in Marion, Monongalia, Preston, Taylor and Harrison Counties.
NOTICE
On May 18, 2022, the Applicant, Zoom Assisted Transportation, LLC, filed an application for a certificate of convenience and necessity to operate as a common carrier by motor vehicle in the transportation of passengers by non-emergency medical transport in Marion, Monongalia, Preston, Taylor and Harrison Counties. The proposed certificate and rates are as follows:
To operate as a common carrier by motor vehicle in the transportation of passengers in limousine service through the use of wheelchair accessible vans that provide assistive multi-passenger service to those who will or who have received medical treatment and services at facilities between places listed above and their destination, including trips to a pharmacy, a grocery store and other events and services, between points and places in Marion, Monongalia, Taylor, Preston and Harrison Counties on the one hand, and points and places in West Virginia, on the other hand, subject to the following exclusion: the transportation of those individuals who have medical needs greater than those of the average population and who are expected to require the presence of a trained emergency medical technician during the transport.
The Commission does not have jurisdiction over the provision of emergency medical services, which lies with the Commissioner of the West Virginia Bureau for Public Health.
Rates:
$40.00 per hour with a minimum charge of$35.00 if the first hour is less than 60 minutes. Charges are prorated after the first hour.
Plus $2.00 per mile for the transit both to and from location(s).
Time calculation begins at the time the driver arrives at the predetermined location and for the time the passenger is in transit both to and from the location(s).
On June 16,2022, Commission Staff recommended the application be approved, ifthere are no protests, after proper publication.
Anyone desiring to protest or intervene should file a written protest or notice of intervention within ten days following the date of this publication unless otherwise modified by Commission order. If no protests are received, the Commission may waive formal hearing and render its decision on the application based on the evidence submitted with the application and the Commission’s review thereof. Requests to intervene must comply with the Commission’s rules on intervention set forth in the Commission’s Rules of Practice and Procedure.
