PUBLIC NOTICE OF CHANGE IN CHARGES
BY MUNICIPALITIES
NOTICE is hereby given that the Town of Fairview, a public water utility, has adopted, by ordinance on July 12, 2022, a tariff containing increased rates, tolls and charges for furnishing water service to water customers in and around Fairview in Marion County, West Virginia. Fairview deems the present customer rates and charges for the furnishing of water service throughout the entire territory served by Fairview to be inadequate to provide sufficient revenue to the Town to maintain and operate the water distribution system and to maintain required debt service coverage. The changes to the rates and charges being proposed, generally being a percentage increase of34%, are necessary in order to provide sufficient revenues to the Town to maintain and operate the water distribution system and to maintain required debt service coverage.
The proposed increased rates and charges will become effective on August 26, 2022, unless otherwise ordered by the Public Service Commission. The rate increase will produce approximately $85,348 annually in additional revenue, an overall increase of 33 .61 %, as follows:

AVAILABILITY OF SERVICE
Available for general domestic, commercial, and industrial service.
(I) RATE
First 2,000 gallons used per month $20.10 per 1,000 gallons
Over 2,000 gallons up to 5,000 gallons used per month $17.42 per 1,000 gallons
All over 5,000 gallons used per month $ 8.94 per 1,000 gallons
(I) MINIMUM CHARGE
No minimum bill will be rendered for less than $40.20 per month the first year,
which includes the first 2,000 gallons or:
5/8 inch meter or less $40.20 per month
3/4 inch meter $60.30 per month
1 inch meter $100.50 per month
1 Y:z inch meter $201.00 per month
2 inch meter $321.60 per month
3 inch meter $643.20 per month
4 inch meter $1,005.00 per month
6 inch meter $2,010.00 per month
(I) LEAK ADJUSTMENT CREDIT
A leak adjustment charge of$4.78 when the bill reflects unusual consumption which can be attributed to eligible leakage on the customer’s side of the meter. This rate shall be applied to all such unusual consumption above the customer’s historical average usage.

The average monthly bill for the various classes of customers will be changed as follows:

Fairview does not have any resale customers.
The increases shown are based on averages of all customers in the indicated class. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. The Commission shall review and approve or modify the increased rates only upon the filing of a petition within thirty (30) days of the adoption of the
ordinance changing said rates or charges, by:
(1) Any customer aggrieved by the changed charges who presents to the Commission a petition signed by not less than twenty-five percent of the customers served by such municipally operated public utility; or
(2) Any customer who is served by a municipally operated utility and who resides outside the corporate limits and who is affected by the change in said rates or charges and who presents to the Commission a petition alleging discrimination between customers within and without the municipal boundaries. Said petition shall be accompanied by evidence of discrimination; or
(3) Any customer or group of customers of a municipally operated utility who are affected by
said change in rates or charges who reside within the municipal boundaries and who present a petition to the Commission alleging discrimination between said customer or group of customers and other customers of the municipal utility. Said petition shall be accompanied by evidence of discrimination.
