INVITATION TO BID
FOR THE
MIDDLETOWN COMMONS EVENT CENTER
Sealed bids for the construction of the Middletown Commons Event Center, will be received by General Acquisitions, LLC, at the offices of Omni Associates – Architects, Inc., located at 207 Jefferson Street, Fairmont, West Virginia, 26554, until 2:00pm, local time on August 12, 2022, at which time the Bids received will be publicly opened and read. Digital submission no larger than 10MB may be emailed to [email protected] in advance of bid opening.
The project will be bid under a Single Prime Contract. The project consists of the following:
Furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by Omni Associates – Architects for tenant fit out within Middletown Commons totaling approximately 14,150 sf. The building is located in White Hall, WV. The space will be used as an Event Center. This scope will include a banquet hall, bar, bridal suite, restrooms and kitchen space. Selective interior demolition is part of the scope as well as mechanical, electrical and plumbing work.

Partial sets of Bidding Documents will not be available from the Issuing Office. Neither the Owner no Architect will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A two-envelope system will be used.
Both envelopes should be sealed and must have the following information presented on the front:

Bid Opening Checklist Items for Middletown Commons AML Pilot Project
Received by General Acquisitions, LLC.
Envelope No. 2 will be opened first and the Bid Opening Checklist Items reviewed for compliance as outlined on the Bid Opening Checklist on page 8 of the Project Manual. Envelope 1 shall not be opened without complete information in Envelope 2.
Once Envelope No. 2 is opened, all necessary documents as required for the Bid Opening will be reviewed first to ensure that all such documents are in order. If the documents required to be contained in Envelope No. 2 are not in order, the Bid will be considered non-responsive and will be returned to the Bidder.
A Bidder may not withdraw his Bid for a period of thirty (30) days after the date set for the opening of Bids.
Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5.
All Bidders are required to have a West Virginia Contractor’s License per WV Code 21-11-11.
Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by General Acquisitions, LLC and the West Virginia Department of Environmental Protection – Office of Abandoned Mine Lands Economic Revitalization (AMLER) Program.
Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.
General Acquisitions, LLC, reserves the right to reject any and all bids and waive any informalities.
Mandatory Pre-Bid Conference:
A Mandatory Pre-bid Conference will be held at the Middletown Commons, 2600 Middletown Circle, White Hall, WV 26554 on August 4, 2022, at 11:00 am. Directions can be obtained from the office of the Omni Associates – Architects. It is required that any Prime Bidder, or his representative, planning to submit a Bid on this Project be in attendance at this meeting. Prior to this conference, each Bidder, Prime or Sub, shall have reviewed the Contract Documents to be familiar with the intent of these documents. During this conference, the Contract Documents shall be reviewed and any questions concerning the project shall be entertained. Discrepancies, conflicts and/or unclear items shall be brought to the attention of the Architect at this time for clarification. The Owner, by this meeting, reserves the right to refuse any request for an “Extra” from any Contractor for items unclear or omitted from the Contract Documents, unknown job conditions excepted.
