SOLICITATION OF
PUBLIC-PRIVATE
PROCUREMENT PROPOSAL
OPERATION OF THE TAZEWELL COUNTY LANDFILL

PLEASE TAKE NOTICE that the Tazewell County Board of Supervisors (the Board) is soliciting proposals, pursuant to the Virginia Public-Private Education and Facilities Act, Section 56-575.1 et seq. of the Code of Virginia (1950), as amended, and Article IV of the Tazewell County Public-Private Partnership Model Procedures, for a private partner to operate the Tazewell County Landfill (the Landfill), located at 2475 Lynn Hollow Road, North Tazewell, VA 24630. This proposal seeks a private, for-profit firm to enter an agreement whereby the proposer would manage the Landfill’s operations, including convenience areas and transfer centers, from the Board for a fixed fee, and for a term of up to ten (10) years. Upon agreement by the Board and the proposer, the proposer would operate the Landfill at the proposer’s expense; would retain revenues from the Landfill; and would return a portion of its profits to the Board.

The conceptual proposal requested must include the following information:

(1) Proposer’s qualifications;
(2) Proposer’s references;
(3) Listing of prior and current landfill management projects;
(4) Basic concept of the proposal, including transfer stations and convenience areas;
(5) Estimated cost to Tazewell County, Virginia for the project;
(6) Estimated revenues to Tazewell County, Virginia resulting from the project; and
(7) Net expected cost to Tazewell County, Virginia for the project.

Pursuant to Section 56-575.16(2) of the Code of Virginia (1950), as amended, the proposals will be evaluated based upon:

(1) Reputation, experience, and financial capacity of the proposer;
(2) Plan to employ Tazewell County, VA residents or contractors;
(3) Local citizens’ input regarding the proposal;
(4) Governmental comments regarding the proposal;
(5) Financial impact of the proposal on Tazewell County, VA government and residents; and
(6) Assignment of environmental permitting and permit compliance responsibility.

The will be a mandatory pre-proposal conference for all proposers responding to this solicitation on February 28, 2023 at 2:00 PM at the Tazewell County Administration Building – First Floor, located at 197 Main Street, Tazewell, VA 24651. The pre-proposal conference will include a mandatory site visit to the Landfill. Proposals from proposers who do not attend the mandatory pre-proposal conference will not be considered.

Dunford, Jr., at [email protected] for the proposal requirements and the Tazewell County Public-Private Partnership evaluation guidelines. Any questions submitted to Mr. Dunford and the answers provided will be shared with all other potential proposers. A copy of this Solicitation is available at the following locations:

Proposals must be submitted in writing to C. Eric Young – Tazewell County Administrator, located at 197 Main Street, Tazewell, VA 24651 on or before 2:00 PM on March 31, 2023. Proposals submitted after this date and time will not be considered. All proposals must be in a sealed packet clearly labeled “Landfill Operation Proposal”.

Upon selection, the Board will negotiate with the selected proposer for a comprehensive agreement in the best interest of Tazewell County, Virginia. The Board may reject all proposals and proceed in the best interests of Tazewell County, Virginia. A separate public notice and public comment period will be given before the Board awards the comprehensive agreement to the successful proposer. Small businesses and businesses owned by women or minorities are encouraged to apply.
