On December 19, 2014, Central Boaz Public Service District, a public utility, filed with the Public Service Commission of West Virginia an application requesting increased rates and charges for furnishing sewer service to approximately 486 customers in Wood County. The Districtás bond accounts with the West Virginia Water Development Authority, a party in this matter, are deficient and the District has incurred extraordinary pump repair and replacement expenses.

The Staff of the Public Service Commission has reviewed the application and the parties have agreed on Step 1 rates, to become effective immediately and remain in effect for 6 months or until the reserve deficiency is eliminated, whichever occurs first, and Step 2 rates, to become effective when the Step 1 rates become ineffective. The Step 1 rates would generate increased revenue of $62,085 annually (a 21.90{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} increase), and the Step 2 rates would generate increased revenue of $33,476 over the current rates (an 11.81{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} increase over the current rates) and a decrease of $28,609 from the Step 1 rates. Under the Step 1 rates, the average monthly bill for residential customers will increase by $9.70 or 22{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} over current rates and the average monthly bill for commercial customers will increase by $24.47 or 22,02{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} over current rates. Under the Step 2 rates, the average monthly bill for residential customers will increase by $5.23 or 11.86{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} over current rates and the average monthly bill for commercial customers will increase by $13.19 or 11.87{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} over current rates. The Step 2 rates are lower than the Step I rates.

Anyone desiring to protest the changed rates and charges must do so, in writing, by May 24, 2015. All protests should be addressed to the Executive Secretary, Public Service Commission of West Virginia, P.O. Box 812, Charleston, West Virginia 25323 and refer to Case No. 14-1994-PSD-19A, Central Boaz Public Service District. To help the Commission determine the justification for additional review and investigation, protests must be specific as to reasons that the changed rates and charges should be modified. In addition, anyone desiring a hearing in this matter must demand a hearing in the letter of protest.

If no substantial protest is filed, the Staff-recommended rates may be approved without hearing.
