REQUEST FOR PROPOSALS FOR CERTIFIED PUBLIC
ACCOUNTANT, PROJECT
ATTORNEY, APPRAISER, REVIEW APPRAISER, RIGHT-OF-WAY NEGOTIATOR, PROJECT
ADMINISTRATION SERVICES

Welch Gas Cooperative Association, McDowell County, West Virginia is in the process of obtaining professional services necessary to complete the Welch Gas Line Improvements Project. These services include appraiser, review appraiser, right-of-way negotiator, accountant, project attorney, and project administration service. The selected professionals will work closely with all members of the project team, at the direction of the Welch Gas Cooperative.

The selected certified public accountant will provide accounting services to prepare financial and rate exhibits to funding agencies and in an application for Certificate of Convenience and Necessity to the West Virginia Public Service Commission, in addition to any other typically required CPA services needed in relation to the project.

The project attorney is an integral part of the project team and will provide general legal services as necessary during the development and construction of the project. Areas of practice include obtaining a Certificate of Convenience from the West Virginia Public Service Commission, title work as necessary to obtain construction rights-of-way and parcels, and review of all contracts and related documents as necessary.

The selected appraiser, review appraiser, and right-of-way negotiator will work closely with the project attorney and engineer to obtain all necessary rights-of-way and parcels.

The selected project administrator is an integral part of the project team and will coordinate the administrative and financial activities and will act as owner advisor to pursue and implement the project and work closely with the project team to complete all necessary services in relation to the project.

Procurement of the said services shall be in accordance with 2 CFR 200.320 (b)(2). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed basis for services with hourly proposals acceptable as well with not to exceed amounts. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule, and ability to complete work as needed on this project in a timely manner.

Contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project; price and other factors considered including familiarity and expertise with this type of project. Specific knowledge and experience with gas cooperatives in West Virginia will be weighed heavily in the review of proposals. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.
