REQUEST FOR ENGINEERING QUALIFICATIONS

Welch Gas Cooperative Association is requesting proposals from qualified engineering firms. The selected firm(s) will be procured to assist with the planning, engineering, and implementation of the pipe replacement project in the City of Welch. The proposed project will include construction of natural gas pipelines. The selected engineer will also assist in construction administration and provide design services for the project. It is anticipated that the consultant will be required to (1) prepare preliminary engineering report(s), (2) design and prepare construction drawings, bid specifications, and bid documents in accordance with all State, Federal, and Local regulations, (3) evaluate bids received and make recommendation of award, ( 4) monitor and inspect construction activities to ensure compliance with plans and specifications, (5) review and approve contractor’s pay estimates, (6) preparation and delivery of final “As Built” drawings and data in GIS format (shapefile, geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata, and (7) any other services needed by Welch Gas for the implementation of the project.

Procurement of said services shall be in accordance with West Virginia Code Chapter 5G and 2 CFR Part 200. Consultants interested in being considered for this project must submit detailed qualifications including technical expertise, management, and staffing capabilities, and related prior experience. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.

All consultants interested in being considered for this project must submit at least 3 copies each of:
1. letter of interest;
2. statements of qualifications and experience of staff people who will oversee the project;
3. References.

Additionally, proposals must include the experience of the firm with state and federal grant programs and the experience and engineering and construction management of this type of project the objective of the competitive process is to objectively select the firm who will provide the highest quality of service for the specified project accordingly technical qualifications and experience will be weighed heavily. The firms judged most qualified will be invited to be interviewed by the Welch Gas Cooperative Association. Attention is directed to the fact that the proposed project is to be undertaken through, but not limited to, Department of Transportation, Pipeline and Hazardous Material Safety Administration (PHMSA), Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) Grant. The Welch Gas Cooperative Association will afford full
