AIR QUALITY PERMIT NOTICE
Notice of Application
Notice is given that Edwight Processing, LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a General Permit Modification for a portable coal crushing system at the preparation plant facility located on Route 3/3 near Sundial in Raleigh County, West Virginia. The location coordinates for the facility are: latitude 37.8779235 and longitude -81.5242033.
The applicant estimates the increase in the potential to discharge the following Regulated Air Pollutants will be: particulate matter baseline emissions of 9 tons per year, point source emissions particulate matter less than 10 microns total of 4 tons per year, and controlled facility emission total 349 tons per year. The applicant estimates the potential to discharge the following pollutants of particulate matter less than 10 microns will be: controlled facility PM10 emission total of 467 tons per year.
The applicant estimates the potential to discharge the following criteria pollutants from the burning of diesel fuel: NOX 0.32831 tons per year, CO 4.10384 tons per year, SOX 1.03259 tons per year, PM/PM10 0.01642 tons per year, VOC 0.15595 tons per year. The applicant estimates the potential to discharge the following hazardous air pollutants from the burning of diesel fuel: Benzene 0.00397 tons per year, Toluene 0.00174 tons per year, Xylenes 0.00121 tons per year, Formaldehyde 0.00502 tons per year, with the total hazardous air pollutants being 0.01613 tons per year.
Startup of operation is planned to begin upon permit approval. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
