Activity:
To operate and maintain an existing 0.1 million gallons per day (MGD) sewage collection and treatment system to serve approximately 1,000 persons in the Bramwell Public Service District and discharge treated wastewater via Outlet No. 001 to the Bluestone River (approximately 30.0 miles from its mouth) of the New River of the Kanawha River. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be transported and placed in the treatment plant operated by Bluewell Public Service District for the final processing and disposal. An anti-degradation review has been conducted. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.

Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The publice comment period begins August 03, 2023 and ends September 02, 2023.

Commets received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.

The application, draft permit and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days.
