Request for Engineering Qualifications
Stormwater System
Evaluation Study

The City of Bluefield (the “City”) is in the process of obtaining qualifications from consulting engineering firms interested in providing an in-depth Stormwater System Evaluation Study (SSES) for the City (the “Project”). The City manages the local Stormwater Conveyance System and is responsible for the Best Management Practices (BMP’s) to comply with state issued MS4 permit.

The chosen consultant will work closely with the City of Bluefield Engineering and Field Staff and other professionals on the project team.

Professional services to be provided by the chosen consultant for the Project include, but are not limited to, the following:

— Well defined testing approach and methodology
— Flow Monitoring
— Smoke Testing
— Closed Circuit Television Inspections
— Manhole Visual Inspections
— Retention/Detention Pond Inspections
— GPS/GIS Data to complete system wide mapping goals
— Any other pertinent activities required to fulfill scope of work as assigned.

The final deliverable will be a comprehensive SSES report, with corresponding GIS mapping, outlining an approach to reduce system failures, current structures status and needs, as well as field reports or logs of all structures evaluated.

Specific items which should be addressed in the SSES report include, but not limited to:

— Infrastructure Inventory
— Manholes and Drop Inlets in need of rehabilitation or replacement.
— Pipes in need of rehabilitation or replacement
— Hydraulic and Hydrologic Analysis
— System Performance
— Environmental Impact
— Maintenance and Operations
— Regulatory Compliance with the MS4 Permit
— Risk Assessment and Mitigation
— Retention/Detention Pond Performance and Repairs
— Future Planning and Adaptation – Recommended repair and replacement approach/ prioritization with opinion of probable construction costs and system impacts
— Any other agreed upon deliverables set forth by Engineering and/or City Board

Procurement of engineering services for the Project shall be in accordance with 2 CFR 200 and West Virginia Code Chapter 5G. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, equipment, and management and staffing capabilities, as well as related prior experience. All consultants must be licensed to conduct business in the State of West Virginia. All proposals must include a list of all regulatory actions and litigation against the consultant in the last five years, a copy of the declaration page from the consultant’s professional liability insurance policy and resumes of the designated Project Manager and other team members proposed by the consultant.

The object of the competitive process is to objectively select the firm which will provide the highest quality of service at a reasonable price. Accordingly, technical qualifications, experience, and prior project experience will be weighed heavily. Selected respondents will be interviewed by City Board of Directors and Staff, and the City Board of Directors, with the recommendation of Staff, shall select a consulting engineering firm from among the interviewees as provided by West Virginia Code Chapter 5G.

Proposals will be accepted until 4:30 P.M. on Sept. 22, 2023.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the WV EDA, US EDA, HUD/Small Cities Block Grant, Appalachian Regional Commission Grant Program, the West Virginia Infrastructure and Jobs Development Council, the American Rescue Plan Act, and the Clean Water State Revolving Fund.

The City of Bluefield will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in the contract award.

The City of Bluefield reserves the right to accept or reject, or waive any non-compliance with the requirements contained herein, any or all responses to this Request for Engineering Qualifications. The City of Bluefield shall not be responsible for any costs incurred by a consulting engineering firm in connection with the preparation of any response to this Request for Engineering Qualifications.
