REQUEST FOR ENGINEERING/ARCHITECTURAL QUALIFICATIONS

The Athens Volunteer Fire Department is in the process of obtaining qualifications from engineering and/or architectural firms interested in providing advice and services to design and construct a new facility for the Athens Volunteer Fire Department, with all utility connections. The proposed facility will be located near Caldwell Street, Athens, Mercer County, West Virginia. The consultant will work closely with the Athens Volunteer Fire Department, Region I PDC, and other team members.

Professional services for the activity funded include: (1) Preliminary environmental and design; (2) Final design; (3) Construction in accordance with all State, Federal and Local regulations that pertain to the proposed project; (4) Preparation of bidding and contracting documents; (5) Participation in the evaluation of bids received; (6) Monitor and inspect construction activities on a periodic basis to insure compliance with plans and specifications; (7) Preparation and delivery of final “As Built” drawings and data in GIS format (shapefile, geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata.

Procurement of said services shall be in accordance with West Virginia Code Chapter 5G and Federal Register 2 CFR 200. The Consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.

Consultants interested in being considered for this project must submit detailed qualifications including technical expertise, management and staffing capabilities, and related prior experience.

Please submit one (1) original, three (3) copies, and one (1) digital format submission of all requested information to the Athens Volunteer Fire Department and one (1) copy and one (1) digital submission to Region I Planning and Development Council.

It is the responsibility of the respondent to ensure the receipt of the proposal by the date and time specified.

Attention is directed to the fact that the proposed project may be undertaken through federal, and local funding sources including but not limited to the United States Department of Agriculture (USDA), Congressionally Directed Spending, Federal Emergency Management Agency (FEMA), and local funds.
