UPPER HUFF CREEK WATERLINE EXTENSION PROJECT

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of:

Upper Huff Creek Waterline
Extension Project

Contract No. 1 – Furnishing all materials, labor, and necessary items for the construction and installation of approximately 26,400 linear feet of 8-inch and smaller diameter water main, one 100 gallons per minute booster station, one 40 gallons per minute booster station, fire hydrants, valves, individual customer services and other related appurtenances as outlined in the Plans and Specifications.

Contract No. 2 – Furnishing all materials, labor, and necessary items for the construction and installation of one 50,160-gallons ground water storage tank and related appurtenances as outlined in the Plans and Specifications.

Sealed Bids for the construction of Contract No. 1 and Contract No. 2 will be received by Mike Stone (Chair-Logan County Public Service District) at the offices of the Logan County Public Service District; 41 Armory Road, Monaville, WV 25636, until 1:00 p.m. local time on October 3, 2023 at which time the Bids received will be publicly opened and read. A Mandatory pre-bid meeting will be conducted at the Logan County Public Service District office at 10:00 a.m. local time on September 19, 2023.

Separate Bids will be received for Contract No. 1 and Contract No. 2. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $200.00 for each set. Bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within 30 days after receipt of Bids will receive a full refund. Checks for Bidding Documents shall be payable to “E.L. Robinson Engineering Company”. Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Bid security shall be furnished in accordance with the Instructions to Bidders.

DBE REQUIREMENTS

Each Bidder must fully Comply with the Disadvantaged Business Enterprises, and Affirmative Action Requirements, as identified in the contract documents.

The Bidder agrees to make “positive efforts” to subcontract a portion of the total value of the contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term “subcontract” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract.

NONDISCRIMINATION

This project is to be funded by a grant from the Community Development Block Grant (CDBG) Program, a grant from the Wyoming County Commission and funding from the WV Infrastructure and Jobs Development Council (IJDC) and shall be referred to as the Upper Huff Creek Waterline Extension Project.

Bidders on this work will be required to comply with the President’s Executive Order No. 11246 entitled “Equal Employment Opportunity” as amended by Executive Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex or national origin.

Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Anti-Kickback Act, the Contract Work Hours and Safety Act, the West Virginia Jobs Act (West Virginia Code § 21-1C-1) and the Drug-Free Workplace Provisions pursuant to West Virginia Code § 21-1D-5.

No Bidder may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids.

Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed. The Contractor shall comply with the West Virginia Contractor Licensing Act and shall require all subcontractors to comply with that Act. A Contractor’s License Number is to be included on the bid submission.

Pursuant to West Virginia Code § 5-22-2, requirements stated in the advertisement for bids and the bid form may not be waived by any public entity.
