WV Licensed Remediation Specialist

Notice is hereby given that New River Gorge Regional Development Authority (NRGRDA) is requesting a Statement of Qualifications (SOQ) for a WV Licensed Remediation Specialist (LRS) to provide professional and technical services necessary to undertake cleanup of the former Beckley Landfill property, located on New Jersey Avenue and Whorley Road, Beckley, WV. This project is funded by an EPA Brownfields Cleanup grant. The selected LRS will be responsible for project oversight and submitting the site into the WV Voluntary Remediation Program (VRP).
Background
NRGRDA was awarded an EPA Brownfield Cleanup Grant ($500,000 total grant award) that includes funding for additional site assessment and risk assessment, removal of targeted contaminated materials, and associated tasks to complete VRP requirements. The former Beckley Landfill has various contaminants across the site, including heavy metals, pesticides, PCB compounds, and polycyclic aromatic hydrocarbons. Several contaminants exceed WV De Minimis standards for industrial use of the property.
Submission Deadline and Requirements
To be considered, prospective firms must submit a SOQ package with a signed cover letter by 5:00 p.m. on November 24, 2023. Each sealed package must include one (1) original SOQ package and two (2) copies. SOQ packages are to be submitted to:

Each sealed envelope containing a SOQ package must be plainly marked on the outside as “SOQ – Former Beckley Landfill – EPA Brownfields Cleanup Grant”. The envelope should bear on the outside the name of the submitting firm and full address.

Please note that NRGRDA is not responsible for electronic submittals; applicants take full responsibility for electronic submissions. Electronic submittals must be plainly stated in the email title “SOQ – Former Beckley Landfill – EPA Brownfields Cleanup Grant” and must be received by the aforementioned deadline.
