A MANDATORY PRE-BID meeting will be held January 16, 2024 at 10:00 am at the office of the West Virginia Parkways Authority, Administration Building, Charleston, West Virginia or via teleconference. Attendees must be full time employees of the Contractor.

All work under this contract shall be completed by June 30th, 2024.

This project is located on the West Virginia Turnpike and consists of fully repainting the steelwork and coating miscellaneous substructure units for Bridges 3008N, 3008S, 3019S, 3086N, and 3086S. There is approximately 6,520 square feet of steelwork to be painted and approximately 3,830 square feet of concrete to be coated on 3008N. There is approximately 6,720 square feet of steelwork to be painted and approximately 4,250 square feet of concrete to be coated for Bridge 3019S. There is approximately 12,700 square feet of steelwork to be painted and approximately 3,590 square feet of concrete to be coated for Bridge 3086N. There is approximately 11,090 square feet of steelwork to be painted and approximately 3,590 square feet of concrete to be coated for Bridge 3086S

Proposals will be received via Bid Express until 3:00 PM January 23, 2024 at which time said proposals will be publicly opened and read at the office of the West Virginia Parkways Authority, Administration Building, 3310 Piedmont Road, Charleston, West Virginia 25306. Results may also be heard via teleconference by dialing this number and entering the participant code: (816)-702-6618, 26825124#. No bids will be received after the scheduled opening.

Prospective bidders must be prequalified in accordance with SECTION 102.1 of the WVDOH Standard Specifications. Contract Documents without Standard Specifications or other referenced standards can be obtained from www.bidexpress.com. Proposals must be made via Bid Express in the manner designated in the specifications, and must be accompanied by a CASHIER’S or CERTIFIED CHECK or BID BOND in favor of the West Virginia Parkways Authority, FOR AN AMOUNT EQUAL TO FIVE PERCENT (5%) OF THE AMOUNT OF THE PROPOSAL OR $2,000 WHICHEVER IS THE GREATER, and must be delivered to the office of the West Virginia Parkways Authority, Administration Building, 3310 Piedmont Road, Charleston, West Virginia 25306 on or before the day and hour named. Bid bonds may instead be submitted electronically via Bid Express. ANY BID THAT IS NOT ACCOMPANIED BY A BID BOND DELIVERED ELECTRONICALLY VIA BID EXPRESS OR A CASHIER’S CHECK, A CERTIFIED CHECK, OR A BID BOND DELIVERED AT THE PLACE DESIGNATED ABOVE ON OR BEFORE THE DAY AND HOUR NAMED WILL BE CONSIDERED IRREGULAR.

All bids submitted by bidders who have been debarred or declared ineligible by the Director of the Purchasing Division shall be rejected.

The Authority reserves the right to reject any and all Proposals submitted, and to waive any or all formalities in bidding, as it may deem in its best interest.
