Activity:
To operate and maintain an existing wastewater collection system and an existing 0.032 million gallons per day wastewater treatment plant. The facilities are designed to serve 470 customers (a pub, two (2) restaurants, 103 cabins, 320 campers, a 120-person conference center, a 470-person tour check-in, a 120-person change room, four (4) shower houses, a fitness center, and an office) and discharge treated wastewater via Outlet 001 to Mill Creek, approximately 6.65 miles from its mouth, of the New River of the Kanawha River. Tier 2 protection is afforded for all parameters of concern requiring that protection. The agency has made a determination that the proposed activity will not cause significant degradation to the receiving stream. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be disposed of by a registered septage hauler.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins January 25, 2024 and ends February 24, 2024.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
