NOTICE IS HEREBY GIVEN THAT Concord University will accept sealed bids for the Science Lab Renovations located on the campus of Concord University, Athens, WV.

Sealed bids will be received by the Purchasing Department at Concord University, 1000 Vermillion Street, Athens, WV 24712 until 2:00 P.M., on Tuesday, March 12th, 2024 at which time all sealed bids will be publicly opened and read aloud. Bids received after that time will be returned to the bidder unopened.

The Work includes the renovation of two existing science laboratory classrooms covering approximately 2,000 sf in the Science Building at Concord University. The project consists of the non-structural interior renovation located on the second floor, Rooms 203 and 207. The work includes, but is not limited to, selective demolition of existing casework, floor finishes, and ceiling tiles/grid. Existing light fixtures to remain. Generally existing services, including water, sanitary drains, sprinkler system, electrical (other than serving floor power) and fire alarm devices will remain in place. There will be some revisions, extensions required in a few locations. It is the intent that new lab casework and fixtures will coordinate with existing services. All gas fixtures and piping will be removed/abandoned. Work will also include new specialty fixed science casework and tables. There will also be new white boards/teaching wall displays that will be included in each lab classroom. Finish work will include new ceiling tiles and grids, painted walls and door frames, and new homogeneous vinyl sheet floor with integral cove base. Detailed schedule development and coordination of demolition work and other utility work and general construction in the lab classrooms will be required.

All work to be accomplished in accordance with the drawings and specifications prepared by E.T. Boggess Architect, Inc. All bids must be enclosed in sealed envelope bearing the name “Science Lab Renovations.” Faxed bids will not be accepted. Bids may be mailed or delivered to Andrea Webb, Director of Purchasing, Concord University, 1000 Vermillion Street / PO Box 1000, Athens, WV 24712 if received prior to bid date.

A pre-bid meeting will be held in Room 203 of the Science Building, Concord University, Athens, WV on Tuesday, February 27th, 2024, at 3:00 p.m. All general contractors bidding the project are encouraged to attend the meeting to familiarize themselves with the project location, site conditions and other relevant information.

Bidders on this work will be required to comply with the President’s Executive Order No. 11246 which prohibits discrimination in employment with regards to race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Contract Work Hours and Safety Act, the Americans with Disabilities Act, and the West Virginia Code 21-1D-5 requiring a Drug Free Workplace. Any and all construction must be in conformance with all applicable state and federal regulations.

Pursuant to Chapter 21-Article 11 of the “West Virginia Contractor Licensing Act” of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State, the Contractors WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts and agreements. All bidders will be required to certify, indicate and acknowledge that he/she has all appropriate licenses and meets all qualifications required by the laws, regulations, and ordinances of the State of West Virginia, Mercer County, and Concord University.

All bids must be accompanied by a Bid Bond, executed by the Bidder and an acceptable Surety, in an amount equal to 5% of the bid. The successful bidder will be required to furnish and pay for a 100% Performance and Material Payment Bond in the amount of the bid and prior to entering into a contract. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances.

All bids must be submitted in accordance with the Bidding Documents issued by the Architect and the Form of Proposal.

Concord University reserves the right to reject any or all bids and to waive any informalities therein.

No bid may be withdrawn for a period of thirty (30) days after the time of opening of the bids.
