REQUEST FOR
ARCHITECTURAL AND
ENGINEERING QUALIFICATIONS

The Bluefield WV Economic Development Authority (BEDA) is in the process of obtaining qualifications from consulting architectural and engineering firms interested in providing advice and professional engineering services related to potential creation of the WV Create Center located on John Nash Boulevard off of I-77 Exit 1. The consultant will work closely with BEDA other project partners including Region I Planning & Development Council.

Professional activities for the activity include, but are not limited to the following
• Evaluation of the existing building and related infrastructure and develop a PER identifying costs for any repairs/upgrades.
• Environmental review and assist with preparing information for funding applications.
• Construction design in accordance with all State, Federal and Local regulations that pertain to the proposed project.
• Preparation of bidding and contracting documents.
• Participation in the evaluation of bids received and monitor and inspect construction activities to ensure compliance with plans and specifications.
• Preparation and delivery of final “As Built” data in GIS format (shapefile, geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata.

Procurement of said services shall be in accordance with West Virginia Code Chapter 5G and 2 CFR 200. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience.

The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed, and the firm ranked most qualified will be selected to enter into fee negotiations.

Proposals will be accepted through April 18 at 4:00 pm. Any proposals received after 4:00 pm will not be accepted.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the WVEDA, US EDA, HUD/Community Development Block Grant, Appalachian Regional Commission Grant Program, and the West Virginia Infrastructure and Jobs Development Council and other sources as available.
