Tariff Form No. 8

PUBLIC NOTICE OF CHANGE IN RATES

Notice is hereby given that CARDINAL NATURAL GAS COMPANY – NORTHERN DIVISION, a public utility, has filed with the PUBLIC SERVICE COMMISSION OF WEST VIRGINIA, a tariff containing increased rates and charges for furnishing gas service to approximately 3,800 residential, commercial, and industrial customers in Harrison, Marion, Monongalia, and Preston Counties in West Virginia. The Company’s filing also proposes to combine the rates and tariffs of its two Northern Division service territories (Lumberport-Shinnston and Blacksville) into a single tariff.

The effective date of the proposed increased rates and charges is April 26, 2024. However, assuming a full statutory suspension by the Public Service Commission, the proposed rates and charges will take effect on January 21, 2025. The increased rates and charges will produce approximately $370,911 annually in additional revenue, an increase of approximately 5.924% in total for its Northern Division, including both the Lumberport-Shinnston and Blacksville service territories. The average monthly bill for the various classes of customers will be changed as follows:

Blacksville Customers

INCREASE ($) INCREASE (%) AVERAGE USAGE
Residential $ 8.41 10.36% 6 Mcf
Residential $ 6.73 10.36% 6 Mcf
20% Discount
General Services 1 $ 9.10 7.69% 9 Mcf
General Services 2 $ 132.63 8.18% 137 Mcf

Lumberport-Shinnston Customers

INCREASE ($) INCREASE (%) AVERAGE USAGE
Residential $ 7.28 6.59% 6 Mcf
Residential $ 5.82 6.59% 6 Mcf
20% Discount
General Services 1 $ 18.00 3.36% 33 Mcf
General Services 2 $ 67.56 3.32% 128 Mcf

This increase incorporates the rate impact of the cumulative investment placed into service through August 31, 2020 under the Company’s Northern Division Infrastructure Replacement and Expansion Program (IREP) for its Lumberport-Shinnston service territory. As a result, the Company proposes to eliminate the IREP surcharge component of its rates related to this investment when the new base rates go into effect.

The Company has no resale customers. The increases shown are based on averages of all customers in the indicated class and are subject to change based on the outcomes of the Company’s annual IREP and Tariff Rule 30-C purchased gas adjustment proceedings to be processed later this year. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. Any increase in rates and charges will not become effective until authorized and approved by the Public Service Commission. (If a hearing is scheduled, notice will be given of the time and place of hearing.)

Anyone desiring to intervene and act as a party in this case should file a Petition to Intervene, which complies with the Commission rules on intervention found within the Rules of Practice and Procedure, 150 C.S.R.1, on or before July 11, 2024. Anyone desiring to protest should file a written protest as soon as possible, although protests will be accepted by the Commission throughout the pendency of this proceeding. All written protests should briefly state the reason for the protest.
