A MANDATORY PRE-BID meeting will be held April 30, 2024 at 10:00 am at the office of the West Virginia Parkways Authority, Administration Building, Charleston, West Virginia or via teleconference. To attend the MANDATORY PRE-BID meeting, participants may attend in-person or dial this number and enter the participant code: (816)-702-6618, 997892341#. Attendees must be full time employees of the Contractor.

Contractor’s annual tasks will include but not be limited to:

Bridges – Retrofit, repairs and/or preventive maintenance to all concrete and steel elements in the WVPA Inventory.

Roadways – Repair damaged concrete barrier walls and damaged or deteriorated toll plaza slabs.

Facilities – Construction, retrofit, repairs and/or preventive maintenance to all structures in the WVPA Inventory.

Drainage – Retrofit, repairs and/or preventive maintenance to all concrete and steel elements in the WVPA Inventory.

Traffic Control – Contractor to provide all MOT in accordance with Section 636.

An estimated budget will be prepared annually before the start of the fiscal year. The West Virginia Parkways Authority may not be obligated to use any set amount of work by the contractor.

Payment will be made on a cost-plus basis for materials and unit bid prices for labor and equipment.

All work shall be done in accordance with and prospective bidders must comply with the requirements of the current West Virginia Department of Transportation, Division of Highways Standard Specifications for Roads and Bridges, and Supplemental Specifications, Adopted 2023, except as modified by the Contract Documents, Special Provisions, and Plans.

This is a three year contract that can be extended on an annual basis at the sole discretion of the West Virginia Parkways Authority and mutual agreement between the Authority and Contractor for up to two additional one-year periods.

Proposals will be received via Bid Express until 3:00 PM MAY 7, 2024 at which time said proposals will be publicly opened and read at the office of the West Virginia Parkways Authority, Administration Building, 3310 Piedmont Road, Charleston, West Virginia 25306. Results may also be heard via teleconference by dialing this number and entering the participant code: (816)-702-6618, 325314883#. No bids will be received after the scheduled opening.

Prospective bidders must be prequalified in accordance with SECTION 102.1 of the WVDOH Standard Specifications. Contract Documents without Standard Specifications or other referenced standards can be obtained from www.bidexpress.com. Proposals must be made via Bid Express in the manner designated in the specifications, and must be accompanied by a CASHIER’S or CERTIFIED CHECK or BID BOND in favor of the West Virginia Parkways Authority, FOR AN AMOUNT EQUAL TO FIVE PERCENT (5%) OF THE AMOUNT OF THE PROPOSAL OR $2,000 WHICHEVER IS THE GREATER, and must be delivered to the office of the West Virginia Parkways Authority, Administration Building, 3310 Piedmont Road, Charleston, West Virginia 25306 on or before the day and hour named. Bid bonds may instead be submitted electronically via Bid Express. ANY BID THAT IS NOT ACCOMPANIED BY A BID BOND DELIVERED ELECTRONICALLY VIA BID EXPRESS OR A CASHIER’S CHECK, A CERTIFIED CHECK, OR A BID BOND DELIVERED AT THE PLACE DESIGNATED ABOVE ON OR BEFORE THE DAY AND HOUR NAMED WILL BE CONSIDERED IRREGULAR.

All bids submitted by bidders who have been debarred or declared ineligible by the Director of the Purchasing Division shall be rejected.

The Authority reserves the right to reject any and all Proposals submitted, and to waive any or all formalities in bidding, as it may deem in its best interest.
