REQUEST FOR ENGINEERING QUALIFICATIONS

The City of Bluefield, WV is in the process of obtaining qualifications from consulting engineering firms interested in providing advice and services related to the demolition of structures located in the downtown and redevelopment. The first phase will be the demolition of two structures, the Communication Workers of America Building, located at 200 Bland Street, and the Bland Ferri Building, located at 210 Bland Street.

The consultant will work closely with the City, Region I Planning & Development Council, and other professionals on the project team.

Professional services for the activity funded include; (1) Review existing engineering data; (2) Develop a project budget and identifying potential funding sources; (3) Demolition plan in accordance with all State, Federal and Local regulations that pertain to the proposed project; (4) Preparation of bidding and contracting documents; (5) Participation in the evaluation of bids received and (6) Monitor and inspect construction activities to insure compliance with plans and specifications. (6) Preparation and delivery of final “As Built” data in GIS format (shapefile, geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata.

Procurement of said services shall be in accordance with 2 CFR 200.320 (d) (5) and West Virginia Code Chapter 5G. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience.

The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Accordingly, technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed and the firm ranked most qualified will be selected to enter into fee negotiations.

Qualifications will be accepted through February 5, 2021 at 4 pm. Any qualifications received after 4 pm will not be accepted.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the HUD/Community Development Block Grant and other sources as available.
