REQUEST FOR PROPOSALS FOR CONSTRUCTION SERVICES

The Mercer County Commission is seeking proposals from qualified construction firms to develop two river access sites on the Bluestone River Water Trail. It is the intent of the county to comply with the laws of the State of West Virginia in the selection of one firm to provide the services requested below.

Scope of Services: The Mercer County Commission is requesting bids for construction of two boat ramps for kayaking and fishing access.  The Coopers boat launch is located on Bluestone Ave, Coopers, WV (37.322907, -81.326005).  The second launch at the Bramwell Fire Station is located at 100 Simmons Ave, Bramwell, WV 24715 (37.325791, -81.312896).  

Both projects consist of:
1. Constructing a gravel access path to the boat launch.
2. Constructing hard surface material to provide access to the river.
1. The Cooper Launch will be geotextile material with #57 stone fill
to the base water line.
1. The Firehouse Launch will be stone steps with a base footer to
the mean water line.  Each stone step will weigh
between 200-400lbs.
3. Installing rip rap to direct flood waters around the hard surface.
4. Constructing parking area for the Cooper Launch.

Erosion and Sediment Control Notes:
1. All soil erosion and sediment control measures shall be
accomplished in strict accordance with best management practices.
2. All soil erosion and sediment control measures shall be placed
in advance of the work being performed.
3. It shall be the contractor’s responsibility to adequately leave the
site protected against erosion and runoff.
4. Total site disturbed:
1. Cooper Launch: .086ac
1. Bramwell Firehouse: .0174ac

Erosion and Sediment Control Narrative:
1. Existing Conditions: Both sites are located along and drain into
the Bluestone River.  They are both semi-wooded and predominantly
grass.  There are no known erosion problems at either site.
2. Offsite Area: the contractor will be required to provide the location
of any offsite borrow or disposal areas of material.

Other Notes:
1. Machinery shall be appropriately sized (i.e. mini-excavators where
possible) to minimize disturbance and shall primarily use the
constructed gravel paths for river access.
2. River length to be worked shall be maximum of 8ft.

Draft plans for construction will be provided. The contractor shall provide a finalized plan including material, equipment, and approach before construction shall begin.

Services may also include plan and specification review and attendance at County Commission meetings.

Site Visits: Site visits are strongly discouraged in the interest of reducing cost prior to shortlisting or the interview stage.

Term of Contract: The County shall enter into a contract with the selected engineering firm.

Contents of Proposals: Each firm that wishes to submit a proposal in response to this Request for Proposals (RFP) must submit three (3) copies along with a cover letter of not more than two (2) pages.

Evaluation of Proposals: Proposals will be reviewed and ranked in accordance with the Laws of the State of West Virginia. Negotiations will begin with the top-ranked respondent.

The criteria for Proposal Evaluation (and Point Value) is as follows – 100 Points Total
1. Experience with Similar Projects – 20 Points
2. Experience with Construction Contracts – 30 Points
3. Knowledge of Mercer County and surrounding areas – 20 Points
4. Experience and Qualifications of key persons assigned to
contract – 20 Points
5. Capacity of Firm to respond to the needs of the county in a timely
manner – 10 Points

Rejection of Proposal: The County reserves the right to reject any or all proposals received.

Labor and Civil Rights Provisions: The contract with the County shall be governed by the laws of the State of West Virginia. The firm agrees to comply with the Civil Rights Act of 1964 and all other applicable laws and regulations as provided by federal, state, and local governments.

Deadline: All proposals must be received in the Office of the Mercer County Commission by 4:00 pm on May 1, 2024. Proposals may be hand-delivered or mailed to Mercer County Commission, 1501 West Main Street, Suite 210, Princeton, WV 24740. Sealed envelope must be marked as “RFP-Bluestone Water Access.” Emailed or faxes proposals will not be accepted.
