REQUEST FOR PROPOSALS
FOR
APPRAISAL AND REVIEW APPRAISAL SERVICES, RIGHT-OF-WAY NEGOTIATOR, ACCOUNTANT SERVICES, LEGAL SERVICES AND BOND COUNSEL SERVICES
The Cool Ridge-Flat Top Public Service District (PSD) is in the process of obtaining professional services necessary to complete the White Oak Waterline Extension Project. These services include appraiser, review appraiser, right-of-way negotiator, accountant, project attorney and bond counsel for the provision of public water service to approximately 30 households along the Raleigh and Summers County border from the intersection of Mount View Road and White Oak Mountain Road heading north on White Oak Mountain Road to the intersection with Hinton Road (Route 3) and extending approximately one mile in each direction on Hinton Road. The consultant will work with the Cool Ridge-Flat Top PSD, the Raleigh County Commission, and Region I Planning & Development Council.
The selected Appraiser, Review Appraiser, and Right-of-Way Negotiator will work closely with the project attorney, engineer and administrator to obtain all necessary right-of-ways and parcels.
The selected Accountant will provide accounting services to prepare Rule 42 Exhibit to accompany the application for Certificate of Convenience and Necessity to the West Virginia Public Service Commission as well as any other services needed in relation to the project. The Accountant will work closely with the project’s engineer, administrator and legal counsel.
The Project Attorney is an integrate part of the project team and will provide general legal services as necessary during the development and construction of the project. Areas of practice include obtaining Certificate of Convenience from the West Virginia Public Service Commission, title work as necessary to obtain construction right-of-ways and parcels and review of all contract and related documents as necessary. The Project Attorney will work closely with the project administrator and the project engineer.
Procurement of said services shall be in accordance with 2 CFR 200.320 (d). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed fee basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule and ability to complete work as needed on this project in a timely manner.
The object of the competitive bid process is to objectively select the firm who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the HUD/Community Development Block Grant, Appalachian Regional Commission (ARC) Grant Program, the Economic Development Administration (EDA), the West Virginia Department of Environmental Protection (WV DEP), the West Virginia Infrastructure and Jobs Development Council, and the State Revolving Loan Fund.
The Cool Ridge-Flat Top PSD will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.
These contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the Cool Ridge-Flat Top PSD, price and other factors considered including familiarity and expertise with this type of project.
The Cool Ridge-Flat Top PSD reserves the right to accept or reject any and/or all proposals. The Cool Ridge-Flat Top PSD also reserves the right to negotiate the fee for services.
