NOTICE TO RESIDENTS OF CABELL COUNTY, WEST VIRGINIA AND THE STATE OF WEST VIRGINIA AND OTHER INTERESTED PERSONS – ISSUANCE OF MULTIFAMILY MORTGAGE REVENUE BONDS FOR PRICHARD HOTEL RESTORATION, LLLP NOTICE IS HEREBY GIVEN, pursuant to section 147(f) of the Internal Revenue Code of 1986, as amended (the “Code”), that the WEST VIRGINIA HOUSING DEVELOPMENT FUND (the “Issuer”) contemplates the adoption of a bond authorizing resolution to approve the issuance of its revenue bonds as exempt facility bonds for a qualified residential rental project pursuant to sections 142(a)(7) and (d) of the Code in the maximum aggregate principal amount of $27,000,000 (the “Bonds”), pursuant to Chapter 31, Article 18 of the West Virginia Code of 1931, as amended, to assist Prichard Hotel Restoration, LLLP, a Kentucky limited liability limited partnership (the “Borrower”), in financing a portion of the cost of the acquisition, rehabilitation, construction, and improvement of a 108-unit rental housing project known as The Prichard (the “Project”), which is located at 611 9th Street, Huntington, Cabell County, West Virginia, all of the units of which will be occupied by seniors, as either individuals or households whose income is at or below a certain percentage of area median gross income. The Project will be owned by the Borrower. Neither the Bonds nor the interest thereon, nor any charge in connection therewith, shall be a charge against the general credit or taxing powers of the State of West Virginia or the Issuer, nor shall the same ever constitute an indebtedness of the State of West Virginia or the Issuer, within the meaning of any constitutional provision or statutory limitations. A public hearing will be held before a representative of the Issuer on October 14, 2022, at 11 a.m., and any interested person or persons may participate by toll-free telephone call with the Issuer’s representative to present oral comments and suggestions and be heard as to the proposed issuance of the Bonds and the location and nature of the Project to be acquired, rehabilitated, constructed, and improved with the proceeds of the Bonds.
