INVITATION TO BID The Wayne County Commission (hereinafter referred to as Owner) invites proposals to provide all Work, including but not limited to labor, material, equipment, supplies and transportation for the Elevator Modernization, Wayne County Courthouse, 700 Hendricks Street, Wayne WV 25570. All bids must be submitted in accordance with the Bidding Documents issued by the Architect – Edward Tucker Architects, Inc., 1401 Sixth Avenue, Huntington WV 25701 – and this Invitation to Bid. Bids are to be submitted to the County Commission Conference Room (Room 103), Wayne County Courthouse, 700 Hendricks Street, Wayne WV 25570 on or before 2:00 p.m. local time on Monday, December 5, 2022, at which time bids will be opened and read aloud. Bids submitted by United States Postal Service must be mailed to: County Commission of Wayne County, P.O. Box 248, Wayne WV 25570 If bids are submitted by postal or other delivery services, they must arrive prior to the time stated above and be enclosed in an outer envelope identified with “Contractor Bid – Elevator Modernization, Wayne County Courthouse” highlighted on the outside of the outer envelope. Work shall include replacement of selected elevator equipment, fixtures, and accessories as well as modernization of existing equipment of one (1) 4-stop passenger traction elevator. Other electrical, mechanical, and supporting components not furnished or installed by the elevator equipment supplier nstaller is included. The Owner will suffer financial loss if the Work is not Substantially Complete within the Contract Time as defined in Article 6 of the General Conditions, and if final completion is not achieved within the specified time frame following Substantial Completion. As liquidated damages, and not as a penalty, the Contractor and the Contractor’s surety shall be liable for and shall pay the Owner $300 (three hundred dollars) per calendar day for each day beyond the Contract Time that either Substantial or Final Completion is not achieved. Bid Documents for a Stipulated Sum contract may be obtained from C & B Blueprint, Inc., 824 6th Street, Huntington WV 25701, on or after November 8, 2022 for a refundable deposit of $100.00 for each print set, or purchased at $35.00, plus tax, for the documents in pdf format on a compact disc. Deposits will be refunded to Bidders who return the Bidding Documents, in good condition, within ten (10) days following the Bid Opening. Partial sets will not be issued. Bid Documents may be viewed at the office of the Architect, the Owner, McGraw-Hill Dodge Reports, Reed Construction Data, Contractor’s Association of West Virginia, Parkersburg-Marietta Contractor’s Association, Ohio Valley Construction Employer’s Council, and the Construction Employer’s Association of North Central West Virginia. Bidders will be required to provide Bid security in the form of a Bid Bond as found in the Project Manual. A Contract Performance Bond and a Contract Materials and Labor Payment Bond each equal to 100 percent of the Contract Price will be required for the successful Contractor. Other bidding requirements are described in the Project Manual. Bidders must make arrangements to visit the Project site at the Wayne County Courthouse, 700 Hendricks Street, Wayne WV 25570 to familiarize themselves with the Project’s existing conditions. Should any Bidder fail to visit the Project site prior to preparation of bid, their Bid will be disqualified. All bids must comply with Chapter 21, Article 11 of the West Virginia State Code “West Virginia Contractor Licensing Act.” Submit offer on the Bid Form provided. The Owner intends to issue a letter of intent to award a contract within 14 days of the bid date; however, bidders will be required to submit offer under a condition of irrevocability for a period of 60 days after submission.
