NOTICE OF INTENT TO AWARD A SINGLE-SOURCE PROCUREMENT Marshall University Robert C. Byrd Institute R2301447 and R2301448 HAAS ROBOT PKG-1 f%] UMC-500 and UMC-500 f%] ST-10 WITH ROBOT PKG-1 Response Deadline: 3:00 p.m., LPT, Tuesday, December 20, 2022 Marshall University intends to waive the solicitation process and approve a single source to purchase a Haas Robot Pkg-1 UMC-500 and UMC-500 ST-10 with Robot Pkg-1 systems. The University has determined that this equipment fits our needs. Justification: The University has determined that the Haas Robot Pkg-1 UMC-500 and UMC-500 ST-10 with robot pkg-1 system have many unique features essential to the University’s program. Those features include the following: 1. The Robert C. Byrd Institutes’ labs feature all Haas CNC equipment 2. Current equipment includes Haas VF2 (4), Hass ST-10 (3), Haas TM-2 (1), Haas TL-3 (1), AND Haas VF1 (1) 3. This purchase will allow the addition of a Haas UMC-500 5-axis, new ST-10, and robotic arms to fit existing machines. 4. Using the same manufacturer for the 5-axis allows continuity within the curriculum with common controls and programming. 5. The lab’s existing machines are only compatible with Haas robotic arms without significant modifications, and the robotic arms also use the same Fanuc controls for the Institute’s existing Fanuc robot arms. Interested Vendors (firms or individuals) that can sell an “or equal” Haas Robot Pkg-1 UMC-500 and UMC-500 ST-10 with Robot Pkg-1 systems to the University can respond with an alternate solution that overcomes the sole source reasons stated above, along with sufficient, detailed, convincing documentation, regarding their ability to supply equivalent Haas Robot Pkg-1 UMC-500 and UMC500 ST-10 with Robot Pkg-1 systems. The Vendor’s response must be sent directly to Marshall University Purchasing Agent, Becky Neace, at [email protected] and received no later than 3:00 p.m., LPT, Tuesday, December 20, 2022. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the University. Supporting documentation should include, but is not limited to, Haas Robot Pkg-1 UMC-500 and UMC-500 ST-10 with Robot Pkg-1 systems specifications, available quantities, and a comprehensive timeline that include Haas Robot Pkg-1 UMC-500 and UMC-500 ST-10 with Robot Pkg-1 systems system importation and upgrades. The University reserves the right to require the responding Vendor to submit additional information as it may deem necessary and may consider any evidence available to it of the financial, technical, and other qualifications and abilities of the responding Vendor. This is not a request for bids or proposals, and no solicitation is available. The University will not consider any responses as a proposal, bid, or quote. Any response received as a result of this Notice of Intent shall be considered solely for determining whether bona fide competition exists. If it is determined by University staff, after reviewing any information received from responding Vendors, that the sole source justification stands and Haas Robot Pkg-1 UMC-500 and UMC-500 ST-10 with Robot Pkg-1 systems are available only from a sole source, the University will waive the solicitation process and award the sole source procurement.
