INVITATION TO BID Cabell County Public Library (hereinafter referred to as Owner) invites proposals to provide all Work, including but not limited to labor, material, equipment, supplies, and transportation for the Interior Renovations of the Gallaher Branch Library for the Cabell County Public Library, 455 Ninth Street Plaza, Huntington WV. The Gallaher Branch Library is located at 368 Norway Avenue, Huntington WV 25705. All bids must be submitted in accordance with the Bidding Documents issued by the Architect – Edward Tucker Architects, Inc., 1401 Sixth Avenue, Huntington WV 25701 – and this Invitation to Bid. Bids are to be submitted to the Cabell County Public Library, Administration Office, 455 Ninth Street Plaza, Huntington WV 25701 on or before 3:00 p.m. local time on March 1, 2023, at which time bids will be opened and read aloud. If bids are submitted by postal or other delivery services, they must arrive prior to the time stated above and be enclosed in an outer envelope identified with “Interior Renovations – Gallaher Branch Library” highlighted on the outside of the outer envelope. The Project consists of two bid packages: Contract 1 – Finishes: This Contract includes removal and replacement of existing carpet and rubber base as well as replacement of carpet on vertical surfaces with acoustical wall fabric. A minor amount of painting is also included. Carpet materials shall be furnished by the Owner through a GSA purchase contract; acoustic wall fabric materials shall be furnished by the Contractor. Contract 2 – Electrical: This Contract includes removal of existing (interior) light fixtures and replacement with new LED light fixtures, a limited amount of reworking existing circuits and extension of power to the circulation desk and reworking of other electrical and data wiring. The building floor area is approximately 5,600 square feet. The Owner will suffer financial loss if the Work is not Substantially Complete within the Contract Time as defined in Article 14 of the Agreement, and if final completion is not achieved within the specified time frame following Substantial Completion. As liquidated damages, and not as a penalty, the Contractor and the Contractor’s surety shall be liable for and shall pay the Owner $300 (three hundred dollars) per calendar day for each day beyond the Contract Time that either Substantial or Final Completion is not achieved. Bid Documents for a Stipulated Sum contract may be obtained from C & B Blueprint, Inc., 824 6th Street, Huntington WV 25701, for a non-refundable cost of $25.00 for each set on or after January 31, 2023. Partial sets will not be issued. Bid Documents may be viewed at the office of the Architect, the Owner, Contractor’s Association of West Virginia, Parkersburg-Marietta Contractor’s Association, Ohio Valley Construction Employer’s Council, Pennsylvania Builders Exchange, and the Construction Employer’s Association of North Central WV. Bidders will be required to provide Bid security in the form of a Bid Bond as found in the Project Manual. A Contract Performance Bond and a Contract Materials and Labor Payment Bond each equal to 100 percent of the Contract Price will be required for the successful Contractor. Other bidding requirements are described in the Project Manual. Bidders are required to familiarize themselves with the Project prior to submitting a bid in accordance with the General and Supplementary Conditions of the Contract by visiting the Gallaher Branch Library during regular hours of operation: 9:00 am to 5:30 pm M-F and 9:00-1:00 pm Saturday. A representative of the Bidder’s company shall check-in and register with Library staff upon arrival. All bids must comply with Chapter 21, Article 11 of the West Virginia State Code “West Virginia Contractor Licensing Act.” Submit offer on the Bid Form provided. The Owner intends to issue a letter of intent to award a contract within 7 days of the bid date; however, bidders will be required to submit offer under a condition of irrevocability for a period of 30 days after submission.
